The development of a specialist all age mental health response via 111 is a key ambition of the NHS England Long Term Plan (2021-2024), and the recovery plan for urgent and emergency care priority for 2023/24. This required all calls for support during mental health crisis to be made via 111 by the end of March 2024 and is referred to as 111-2. Avon and Wiltshire Mental Health Partnership NHS Trust (AWP) currently deliver this service in partnership with a system partner. AWP will shortly be seeking a provider to deliver an integrated model for the NHS 111 Mental Health Crisis Response Service (111 Option 2) for individuals experiencing a mental health crisis across both adult (18 years and over) and children and young people (under 18 years) pathways. The appointed provider will be solely responsible for the delivery of the call handling element of the 111 Option 2 pathway, including access, triage and call management. AWP will retain responsibility for all clinical assessment activity and associated clinical decision-making and outcomes. The provider must be able to operate within a matrix management model, whereby all partners maintain responsibility for their own governance arrangements, professional standards and areas of specialist expertise, while working collaboratively at both strategic and operational leadership levels to deliver a seamless, integrated and high-quality service. The service forms part of the NHS England requirement that callers contacting NHS 111 and selecting the mental health option are connected directly to a dedicated mental health response service available 24 hours per day, 7 days per week. The service will work collaboratively with urgent and emergency care pathways, crisis services, community mental health teams, acute hospitals, ambulance services, primary care and voluntary sector partners. It is hosted by Imperial College Healthcare NHS Trust and operates as a jointly owned pathology network with a hub-and-spoke model across seven hospital sites. NWLP delivers approximately 36 million tests annually, supports around 280 GP practices across the North West London Integrated Care System, and serves a population of more than 2.8 million NWLP delivers services from laboratories located at Hillingdon Hospital, Mount Vernon Hospital, Chelsea and Westminster Hospital, West Middlesex University Hospital, St Mary’s Hospital, Hammersmith Hospital, and Charing Cross Hospital. The service supports acute, specialist, and community care, providing disciplines including Blood Sciences, Infection and Immunity, Cellular Pathology, Histocompatibility and Immunogenetics, and a range of specialist and referral services. Due to the scale and breadth of these services, temperature monitoring requirements vary significantly, ranging from support to acute blood transfusion and clinical services, through the storage of blood components, reagents and consumables used in sensitive and critical testing procedures, to the long term storage of clinical material. Operating across this geographically dispersed, multi site estate, NWLP manages a complex laboratory operating model to ensure safe, timely, and high quality diagnostic testing. This will be for the existing cohort supported by the current provider and new referrals from the Mental Health Service. This will also be open to young people with one of these diagnoses and who are 18+ and transitioning from leaving care to Adult services and require support to maintain their independence and avoid homelessness. The new Floating Support Service specification has been developed to now include a clearer requirement for the service to include people with Learning Disabilities and Neurodiverse clients, adding requirements such as Sensory Informed Environments. The service will run for 7 years (5+1+1).

The Children and Families service in the London Borough of Hackney plans to engage with organisations from the voluntary, community, and independent sectors throughout this year to shape the procurement of a Framework for Disabled Children's Services in 2026. This market engagement is in preparation for the upcoming procurement. The services will be categorised into 5 separate Lots: Home and Community Based Outreach Support Services delivering personalised support both in the family home and enabling disabled children to access their local community, facilities and services. This includes support to access and use universal services offered to all children and young people. Specialist Outreach Support Offer a structured program of social, recreational, and developmental activities suitable for children with a wide range of disabilities, including severe learning disabilities, autism, sensory impairments, and physical disabilities. Provide specialist support for children with complex health needs, including those, mobility assistance, increased supervision and monitoring, or behavior management strategies . Group Based Support - group activities will include age appropriate social activities that will take place either within specially designed provision for disabled children and/or through outings and support to access universal activities, facilities and services. Since 2014, City Hall has invested in embedding youth workers into London’s hospitals, first in the four Major Trauma Centres (MTCs), and subsequently (in 2018) in eight of London’s Accident & Emergency (A&Es) Units. Since 2023, this programme of work, referred to collectively as hospital-based youth work (HBYW), has been overseen and managed by the VRU, although VRU investment in HBYW extends back to its establishment in 2019. Prior to the VRU, this programme and investment had been overseen and managed by MOPAC within City Hill, aligned to the Mayor’s Police & Crime Plan (PCP). The HBYW programme represents a violence reduction initiative, heavily aligned to the VRU’s own violence reduction strategies, most notably: the trusted relationship between a young person, and their youth worker, as well as the concept of place, reaching young people where they are, and, in this case, leveraging a reachable moment in the lives of young people to break patterns of violence and harm. Indicative Contract Value: £4,633,792 ex VAT for the initial contract period, with a potential extension value of up to £4,633,792. Contract Duration: January 2027 – March 2029 (27 months), with the option to extend for a further 24 months. Bristol City Council wishes to test the level of market interest in providing a service which provides support for families in crisis or at risk of or affected by care proceedings/child removal. The aim of this service is to provide support to families in crisis in Bristol which improves outcomes for them and their children, reduces the need for social care involvement and reduces the number of children coming into care. The service will need to comprise of three distinct elements, which together will form the overall delivery model. The provider should have a demonstrable track record of delivering all three elements. The provision must: • Have an existing stable volunteer base in Bristol so referrals can be received and support offered from the beginning of the contract. • Be able to support families with complex levels of need (eg families in crisis and in need, step down from fostering, care leavers in supported accommodation, families going through or post care proceedings).
