NWLP delivers approximately 36 million tests annually, supports around 280 GP practices across the North West London Integrated Care System, and serves a population of more than 2.8 million NWLP delivers services from laboratories located at Hillingdon Hospital, Mount Vernon Hospital, Chelsea and Westminster Hospital, West Middlesex University Hospital, St Mary’s Hospital, Hammersmith Hospital, and Charing Cross Hospital. The service supports acute, specialist, and community care, providing disciplines including Blood Sciences, Infection and Immunity, Cellular Pathology, Histocompatibility and Immunogenetics, and a range of specialist and referral services. Due to the scale and breadth of these services, temperature monitoring requirements vary significantly, ranging from support to acute blood transfusion and clinical services, through the storage of blood components, reagents and consumables used in sensitive and critical testing procedures, to the long term storage of clinical material. Operating across this geographically dispersed, multi site estate, NWLP manages a complex laboratory operating model to ensure safe, timely, and high quality diagnostic testing. The purpose of this Preliminary Market Engagement (PME) exercise is to inform the market of our proposed procurement for the provision of Home Oxygen Services (HOS) across Northern Ireland. Home Oxygen Services are provided to Patients who have been prescribed oxygen therapy for a range of clinical conditions, including Long Term Oxygen Therapy (LTOT) and Ambulatory Oxygen Therapy (AOT). The aim of the service is to support the health and wellbeing of Patients through the safe, effective and timely provision of oxygen therapy within the home and other care settings. It is envisaged that the appointed Contractor will deliver a fully managed service on behalf of Health and Social Care (HSC) Northern Ireland, working in partnership with clinical teams and relevant stakeholders to ensure high-quality patient care and service continuity. The Mums Matter programme is a well evidenced, co produced intervention designed with mums for mums, directly addressing a significant service gap for women experiencing mild to moderate perinatal mental health difficulties. With national data showing that up to 20% of women experience perinatal mental health problems and fewer than half receive adequate support, the need for accessible, community-based provision is clear. Mums Matter offers a structured six week programme incorporating CBT informed approaches, mindfulness, peer support, and self guided learning, supported by practical enablers such as onsite childcare and family supporter sessions. This comprehensive model ensures accessibility, engagement, and sustained recovery beyond the intervention period. The programme delivers strong, measurable outcomes, with approximately 79% of participants no longer meeting clinical thresholds for depression and 72% for anxiety, alongside improved wellbeing, and social connection. These results demonstrate clear impact, support early intervention priorities, and reduce demand on higher intensity services. Participant feedback consistently highlights increased confidence, reduced anxiety, and the value of shared experience, evidencing high satisfaction and meaningful change. The model aligns closely with NHS priorities around early intervention, prevention, and community based care, offering a proven, accessible, and cost effective solution. Taken together, these factors make Mums Matter the most suitable provider for delivering this service. This contract has not yet formally been awarded; this notice serves as an Prior Information Notice following the most suitable provider process under PSR.

Both Trusts are responsible for the provision of genomic testing on behalf of the South-West Genomic Medicine Service ("SWGMS"). The current LIMS platforms at both NBT and RDUH are 15 years old and do not support the level of integration, scalability, or interoperability required to meet the SWGMS future needs. The aim is to deliver a future-ready digital platform with regional integration capability, aligned with the NHS England (NHSE) Genomic Medicine Service strategy, supporting the delivery of interoperable, scalable, and efficient genomic services and the ambitions for genomic medicine outlined in the 10-year plan. NBT are therefore seeking a strategic GLIMS partner capable of supporting an integrated, multi-site, high-throughput genomic service. The scope of the procurement includes the provision, implementation, configuration, and ongoing support of a GLIMS to support SWGMS laboratory services across both in-scope sites. This includes core laboratory workflow management, sample tracking, test ordering, results management, reporting, audit, quality management support, and administration.
