The service provides specialised residential support for an individual with complex needs. The Individual has a learning disability, autism, ADHD, and behaviours that can challenge. It was established as a bespoke residential placement following a transition from long-term hospital care, with the environment carefully adapted to ensure safety, structure, and therapeutic benefit. Located near Aylesbury, Buckinghamshire, the service delivers intensive staffing and tailored interventions aimed at maintaining stability, promoting engagement, and reducing incidents. Looking ahead, the service will remain a residential provision whilst continuing to focus on promoting independence, developing daily living skills, and maximising opportunities for meaningful community participation. The long-term vision is to support the individual to achieve the highest possible level of independence and quality of life within a safe and sustainable residential environment. As the individual’s skills, resilience, and confidence increase, support arrangements will be regularly reviewed to explore opportunities for the gradual and safe reduction of care levels where appropriate, ensuring that any changes are outcome-focused, person-centred, and responsive to assessed need. The service will be expected to provide expert pharmacy support, including but not limited to medicines management, medicines optimisation, clinical pharmacy input, governance and assurance activities, medicines reconciliation, prescribing support, staff training and education, audit and quality improvement activities, and specialist pharmaceutical advice to multidisciplinary teams. Wigan Council

Wigan Council require a provider to deliver the Integrated Drug & Alcohol Treatment Service. The Wigan drug and alcohol service will be delivered through a whole-system, neighbourhood-based model aligned with Progress with Unity and the borough's Community Health Improvement Transformation. The service will shift away from traditional, service-led delivery towards a relationship-based approach that prioritises prevention, early intervention and reducing health inequalities. Working closely with health, social care, community, voluntary sector and criminal justice partners, the Provider will act as a system leader and enabler, ensuring support is visible, accessible and embedded within local communities. Recovery workers will be based in neighbourhood settings, supported by flexible outreach, in-reach, drop-in provision and coordinated evening and weekend support to help people access assistance at the earliest opportunity. The model will place equal emphasis on prevention, treatment and recovery. Prevention activity will be shared across the wider system, with the Provider supporting workforce development, brief interventions, screening, trauma-informed practice and early identification of need. Treatment will consist of high-quality, evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment, sexual health and criminal justice services. Recovery will begin from first contact, focusing on long-term outcomes such as improved health, wellbeing, housing, employment, social connections and independence. The service will place strong emphasis on reducing inequalities, improving access for vulnerable and underrepresented groups, and embedding lived experience throughout service design, delivery and continuous improvement.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or Procurement Act Regulations 2023 do not apply to this award. The intention is to award this contract under the most suitable provider process. The contract is for the provision of the supervised toothbrushing programme from 1st September 2026 to 31st August 2028, with the option to extend for a further 12 months.
