NHS Blood and Transplant (NHSBT) is progressing with the Assessment and Recovery (ARCs) Programme, an innovative transformation that aims to increase organ transplant activity, through increasing organ utilisation and the adoption of machine perfusion technology. To support the next phase of ARCs, NHSBT anticipates undertaking separate procurement processes for the following four elements: • Up to three clinical delivery partners, to act as Centres of Excellence and undertake the preservation and assessment interventions as part of a national service (Indicative contract value: £20m per partner) • Machine perfusion technology services (lung, liver, and kidney; normothermic and hypothermic) (Indicative contract value: £30m) • Transportable organ storage solutions (lung, liver, and kidney) (Indicative contract value: £5m) • Digital delivery partners to ensure UK organ offering is adapted and fully compliant with relevant standards, to support the delivery of the national ARCs model (Indicative contract value: £10m) Procurement will be phased and NHSBT are now starting engagement with suppliers who can meet requirements for this programme. The preliminary market engagement described in this notice is intended to inform NHSBT’s commercial strategy, requirements, procurement approach and market understanding for these separate elements. NHSBT intends to hold an initial ARCs programme launch engagement session covering all four elements at a high level, followed by separate, element-specific market engagement activities as required. A procurement is being considered for the provision of an Independent Medical Advice Service (IMAS), which will deliver independent, expert medical advice to support asylum and wider immigration decision-making. The service will support caseworkers in circumstances where medical evidence is presented, and specialist clinical input is required to inform decision making. Advice may include consideration of physical and mental health matters relevant to individual cases. The Authority is seeking to engage with organisations capable of delivering responsive, reliable and independent medical advisory services, providing objective medical input to support operational decision making. The anticipated service scope may include: • Independent clinical review and advice based on submitted medical information. • Provision of medical opinion to support casework decision where clinical expertise is required. • Delivery of advice within agreed service standards and timescales. • Appropriate clinical governance, quality assurance and information handling arrangements. The Provider will be expected to provide a range of services aimed at meeting the service needs, common law, and statutory duties of care for the health, safety and wellbeing of ECC's workforce. These services should include at a minimum, management referrals, health surveillance, ill health retirement, and advice and support for managers, employees, and HR personnel on occupational health issues. End of Life and Palliative Care Services - Inpatient Care The service will provide a ten bedded inpatient unit for terminal care, symptom control, assessment and crisis care for individuals who have a progressive terminal condition with specialist palliative care needs. The service provided covers the population of North Lincolnshire and East Riding of Yorkshire. End of Life and Palliative Care Services - Daycare The service will provide access to specialist end of life and palliative care daycare services which will include assessment, therapy, counselling and social support. The service provided covers the population of North Lincolnshire. Community Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above. The service will be delivered in line with British Lymphology Society guidelines. The service provided covers the population of North Lincolnshire. Discharge to Assess (D2A) and Community Beds The service will provide six nurse-led community beds provide short-term care for patients who are medically fit for discharge but require further assessment, therapy, or care planning. The beds support timely discharge from Scunthorpe General Hospital and enable patients to receive care in a community setting while longer-term arrangements are made.

Palliative Care Personal Carer Support Service The service will support the needs of family and carers of those who require palliative and end of life care by enabling them to have regular breaks and respite from the caring role at times to suit them.
