The City of Bradford Metropolitan District Council (the Authority) invites tenders for the delivery of the Community Early Language Service across Bradford District. The Service will support children from birth up to their sixth birthday and their parents and carers, with an enhanced focus on children aged two to three. It will improve speech, language and communication development, improve school readiness and narrow inequalities through prevention, early identification, early support, targeted intervention and workforce development. The Service forms part of Bradford's Talking Bradford pathway and Best Start Family Hub model and will be delivered in partnership with the Living Well Public Health Nursing Service, Family Hubs, speech and language therapy services, early years settings and voluntary and community organisations. The procurement is divided into three Lots. The Lots must operate as a single coherent Service with consistent pathways, tools, outcomes and messages. The Lot 2 Provider will lead cross-Lot integration while each Provider remains accountable for its own Lot. Suppliers may tender for one, more than one or all Lots. The Authority may award the Lots to different Suppliers. A separate Tender response and price must be completed for each Lot bid for, in accordance with the tender documents.

The Council wishes to source multiple providers to deliver the services. The services will stabilise children and families who have support needs that require statutory intervention. The cohorts of children will be those with disabilities and those on the edge of care or who are in care. Service areas include Short Break packages, and outreach/wrap around support, and urgent support required within 24-48 hours, complex support. The Framework will be managed by Stoke-on-Trent City Council who, through a series of call-off agreements, will engage, collaborate and work with organisations to deliver a broad range of these services. 58,305 children and young people live in Stoke-on-Trent, and 8,703 children and young people have Special Educational Needs. 455 Children and young people with SEND are known to social care, and 249 with an EHC Plan are known to social care (Stoke-on-Trent SEND Strategy 2024-2028).

The PCC seeks to commission an experienced provider to deliver an Arrest Referral Service across police custody settings in Warwickshire, together with associated substance misuse assessment, intervention and referral services. In addition, the provider will deliver a service within the Leamington Justice Centre courts' setting to offenders who have a history of substance use related problems, the provider will complete court requested suitability assessments for community sentences; and provide information to Court Probation Staff to inform Pre-Sentence Reports. The service will undertake holistic criminal justice substance misuse assessments for individuals in custody who test positive following a Drug Test on Arrest and those who voluntarily engage with the service. Assessments will consider drug and/or alcohol use alongside offending behaviour, health, safeguarding, vulnerabilities and wider social needs, with the aim of identifying appropriate treatment, support and risk management interventions. The service will also undertake suitability assessments for Community Sentence Treatment Requirements, including Drug Rehabilitation Requirements and Alcohol Treatment Requirements. The service will maximise opportunities to identify and engage individuals experiencing drug and/or alcohol misuse at a key point of intervention within the criminal justice system. North Yorkshire Council (the Authority) is requesting information from suppliers to help determine the scope and feasibility of its requirement and to assist with drafting a future tender specification for Live Well at Home framework. The Authority is looking to set up an open framework for a total duration of 7 years (3 years with the option to extend for an additional 2 years and then an additional 2 years). There will be no limit to the number of suppliers that will be appointed to the framework.
