Preliminary Market Engagement Criminal Justice Related Drug and Alcohol Service for Adults

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Criminal Justice Related Drug and Alcohol Service for Adults. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Criminal Justice Related Drug and Alcohol Service for Adults service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The current contract is due to end on 31 March 2027, and we are therefore considering future options. The service supports adults entering the criminal justice system who are experiencing drug and/or alcohol misuse issues. It provides advice, information, signposting, and referrals to appropriate treatment and support services. The service is delivered by a Supplier that works closely with police custody staff. Detainees who receive a positive drug test while in custody are referred to the Supplier for a mandatory assessment. The Supplier also works with probation services, assessing offenders who are being considered by the courts for a community treatment requirement and determining their suitability for such orders. The contract values provided in this notice are estimated and for indicative purposes only. Values cover original term only of 3 years and optional extension periods have not been included in the estimate. The provision of a Specialist Community Based Holiday Club during school holidays for Children and Young People with a Disability. This contract supports children and young people resident within the Local Authority area of Shropshire, excluding The Borough of Telford & Wrekin. Support provision will be largely delivered in Shropshire with the flexibility to access community activities outside of the area to achieve a varied and attractive short breaks holiday club offer. This service forms an integral part of the overall short breaks offer for children and young people with a disability and their families. It ensures that the council meets its statutory duty for the provision of short breaks during school holidays, providing both fun activities and opportunities for children with a disability and enabling parent carers a break from their caring responsibilities.
West Yorkshire Domestic Abuse Perpetrator service using CARA (Cautioning and Relationship Abuse) Programme

The West Yorkshire Combined Authority is seeking to appoint a provider for the Mayors West Yorkshire Domestic Abuse Perpetrator service using CARA (Cautioning and Relationship Abuse) Programme covering all districts: Bradford; Calderdale; Kirklees; Leeds and Wakefield. The Mayor is seeking to appoint a provider to lead the delivery and further development of the West Yorkshire Domestic Abuse Perpetrator service using CARA (Cautioning and Relationship Abuse) Programme over a maximum contract period of 7 years that has the ability to support up to 650 perpetrators per annum and associated victims where they are willing to engage that are intimate partners or family members. The programme will focus on first time, standard level risk perpetrators of domestic abuse who receive a conditional caution. However, further developments in West Yorkshire also require the programme to work with, where capacity allows, medium risk perpetrators that have received No Further Action (NFA) but are willing to attend CARA on a voluntary basis, with successful voluntary completions recorded as an Outcome 22. The anticipated budget is £2.1 million across the full 7 year period if all extension periods are taken. SOL Specialist Domestic Abuse Perpetrator Intervention & Disruption Service 2027

Solihull Council is looking to commission a Perpetrator Intervention & Disruption Service which will play a key role in reducing and mitigating the impact of domestic abuse in Solihull as part of its Perpetrator Tiered Approach to Intervention model. The commissioned Service will provide co-located Domestic Abuse Senior Practitioners within Children Services and Adult Social Care Teams, and Solihull Community Housing, providing on the ground specialist expert advice and guidance to risk assessments, support planning and management in relation to cases where domestic abuse is present and a concern. This will include outcome advice, such as signposting, referrals or escalation, which will support an increase in perpetrator disruption tactics. The Provider will also deliver multi-agency training to equip staff with tools and knowledge around Domestic Abuse key themes. The Service will work with Children Service’s, Adult Service’s and Solihull Community Housing, and other organisations where capacity allows, to provide them: Case surgeries with specialist consultation, assist professionals with their approach to safe practice, risk assessment, and appropriate interventions suitable to individuals and the needs of families. Attendance at complex case reviews, strategy meetings, and /or allocation meetings to support professionals in their assessment of risk and potential safe responses to identified families whereby Domestic Abuse is a factor. Support and advice on modelling and planning home visits enabling professionals to assess and respond appropriately to Domestic Abuse, considering all individuals impacted and affected. Support around having safe and appropriate conversations with perpetrators about their harmful behaviour and considering and assessing risk factors for victims/survivors/children as a result of holding perpetrators to account for their behaviours, as well as using professional curiosity to respond to bilateral allegations appropriately and in a non-

Home support for adults at approved premises and at HM Prison Birmingham

Birmingham City Council (the "Council") wishes to establish a Light Touch Open Procedure for the provision of home support for adults at approved premises and at HM Prison Birmingham. The Care Act became law in June 2014; Section 76 of the Act sets out the responsibilities for the provision of care and support for adult prisoners. Where it appears that adults in prison have needs for care and support, they should have their needs assessed by the local authority and where they meet eligibility criteria; have services provided by the local authority. In essence prisoners are entitled to receive the same access and provision of services as if they were a member of the local community. Approved Premises are residential facilities that provide supervision and support for high-risk offenders released from custody, acting as a bridge between prison and community life. The referral processes for social care will be in place from the start of the contract and individuals will also have the right to self-refer. The Council will be responsible for all prisoners who satisfy the eligibility criteria. However, where a prisoner does not satisfy the eligibility criteria then any needs will continue to be met by the Prison. Further to the previous market engagement and tendering for a service to source private rented sector accommodation as part of Derbyshire’s High Risk Offender Partnership work, we have reviewed our requirements and wish to engage with the market to consider the viability of these: We wish to ask your views on 1) The viability of securing an ongoing supply of private rented accommodation for individual tenancy; both self-contained and single rooms in shared accommodation that is suitable for offenders managed under MAPPA* arrangements across Derbyshire which is affordable and very close to Local Housing Allowance rental rates. 2) The pricing approach for delivery of this service We would like to invite interested suppliers to attend an in person event to discuss their market specific perspective on the above. Staffordshire County Council is undertaking Preliminary Market Engagement (PME) to inform the future recommissioning of its Provision of Children's Short Breaks Activities and Support (known internally as Aiming High SEND Short Breaks Service), currently expected to commence from April 2027. The Council wishes to engage with current and potential providers to better understand market capacity, capability, innovation, and potential delivery models for providing high-quality short breaks and support opportunities for children and young people with Special Educational Needs and Disabilities (SEND) and their families across Staffordshire. The Aiming High programme forms part of Staffordshire's wider short breaks offer and aims to: • improve outcomes for children and young people with SEND; • promote independence, inclusion and preparation for adulthood; • enable children and young people to participate in positive activities within their communities; • support family resilience and help parents and carers continue in their caring role; • provide opportunities for social development, friendships and community participation; and • deliver timely support that helps prevent the escalation of need wherever appropriate. The Council is seeking feedback from organisations capable of delivering inclusive, high-quality, outcome-focused services and activities for children and young people with SEND aged 0-25 years. Integrated Drug & Alcohol Treatment Service

Wigan Council require a provider to deliver the Integrated Drug & Alcohol Treatment Service. The Wigan drug and alcohol service will be delivered through a whole-system, neighbourhood-based model aligned with Progress with Unity and the borough's Community Health Improvement Transformation. The service will shift away from traditional, service-led delivery towards a relationship-based approach that prioritises prevention, early intervention and reducing health inequalities. Working closely with health, social care, community, voluntary sector and criminal justice partners, the Provider will act as a system leader and enabler, ensuring support is visible, accessible and embedded within local communities. Recovery workers will be based in neighbourhood settings, supported by flexible outreach, in-reach, drop-in provision and coordinated evening and weekend support to help people access assistance at the earliest opportunity. The model will place equal emphasis on prevention, treatment and recovery. Prevention activity will be shared across the wider system, with the Provider supporting workforce development, brief interventions, screening, trauma-informed practice and early identification of need. Treatment will consist of high-quality, evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment, sexual health and criminal justice services. Recovery will begin from first contact, focusing on long-term outcomes such as improved health, wellbeing, housing, employment, social connections and independence. The service will place strong emphasis on reducing inequalities, improving access for vulnerable and underrepresented groups, and embedding lived experience throughout service design, delivery and continuous improvement.

The Council is conducting this Preliminary Market Engagement (PME) exercise pursuant to Sections 16 and 17 of the Procurement Act 2023. The Council intends to procure a Supported Living Provider to deliver care and support services to adults aged 18 and over with mental health needs at Aldbanks, a supported living setting in Dunstable, together with the provision of outreach-based support. The Council is seeking feedback from interested providers to help inform and shape the future service model prior to commencing a competitive procurement process. This PME exercise will assist the Council in understanding current and emerging market practices, levels of supplier interest, and innovative approaches to service delivery. The information gathered will help ensure that the proposed procurement is well-designed, proportionate, and responsive to both service user needs and market capability. Through this engagement, the Council aims to: Develop and refine its service requirements and procurement approach. Inform the design of the competitive procurement procedure, including conditions of participation, award criteria, and key performance indicators (KPIs). Thurrock Floating Support Service - Mental Health and Learning Disabilities

The service provides short term support (up to two years) supporting Thurrock residents with fluctuating needs, enabling them to live independently. The support is community based and focuses on prevention, supporting people to remain in their homes and preventing homelessness wherever possible. The Drive Project is a response to domestic abuse that aims to reduce the number of child and adult victims of domestic abuse by disrupting and changing perpetrator behaviour. It implements a whole-system approach through an intensive individual case management intervention alongside a co-ordinated multi-agency response to drive perpetrators to change their behaviour. The Drive Project focuses on increasing victim safety alongside the crucial protective work of victims’ services. The service has been developed to knit together existing services, complementing and enhancing existing interventions. PME was not undertaken as part of this procurement as The Drive Project is a national project with a pre-determined specification.
