Bradford Children and Families Trust has been established as a community interest company limited by guarantee, wholly owned by Bradford Council, to provide a long-term and sustainable platform to realise improved performance and deliver high-quality and innovative social care services to children, young people and their families within the Bradford Metropolitan District. In 2025, the Government announced a new programme, Giving every child the best start in life - GOV.UK, building on the previous Family Hubs Start for Life programme. The strategy sets out the importance of supporting every child and family through their early years, laying the foundations for future success. Including the commitment to ensure 75% of children reach a Good Level of Development (GLD) in the Early Years Foundation Stage Profile assessment by 2028 and are starting school ready to learn. The Best Start Family Hubs and Healthy Babies: guidance for local authorities - GOV.UK informs the strands of the core funded services that are in scope for this commissioning activity. They will be divided into the following two Lots: 1) Parenting Support 2) Parent-Infant Relationships and Perinatal (Parent Infant) Mental Health BCFT wishes to invite potential providers to attend a market engagement event for an update on the delivery of this programme of commissioning between 1st April 2027- 31st March 2029, with two options to extend of up to 24 months. Mental Health and Homelessness Market test

We estimate there are around 100 people in Manchester who have a combination of at least 2 of the following: impaired executive functioning, acquired brain injury/alcohol-related brain damage, neuro-divergence, mental illness, foetal alcohol syndrome, substance misuse and complex trauma - who also often experience multi-exclusion homelessness. These people are not having their (statutory, Care Act) needs met. They often cycle in and out of hospital supported/temporary accommodation and bounce around services. They can be refused services such as psychological therapies because they are drinking/taking drugs to self-medicate. Sometimes people get stuck in homelessness services which are intended to be short-term/temporary, including being placed in hotels. Others move on from temporary services, only to lose their tenancy and then start the cycle again. Repeated failures of services and housing insecurity compound the trauma people have experienced and diminish their capacity for hope and trust. Case studies show these people can have poor outcomes while consuming a high level of resources from health and social care providers, housing / homelessness teams, police, voluntary sector partners and others, most often at crisis points. This group may also access multiple health settings in varying states of distress or engagement including A&E / use of ambulance, acute settings for physical health treatments, and/or mental health hospital settings for short or long-term stays. Health colleagues often find people in this group very hard to discharge from hospital as these citizens can present with distressed behaviours and may have been evicted from accommodations, so housing and/or care providers refuse to support them. Case studies and research also show that with the right support, people can move on with their lives. The Department for Work and Pensions (DWP) is intending to procure new employment support provision for out of work Universal Credit claimants. It will provide personalised and tailored support that is responsive to the needs of individuals and the local area. This will include skills, training and work experience; matching participants with employers through job trials, jobs fairs and job brokering; support with self-employment; intensive and repeated support with applications and interviewing; support in managing health conditions in the workplace; support with travel and childcare; and specialist support (e.g. ESOL, addiction). Support will be available across England and Wales and will be integrated within local labour markets. DWP is co-designing the provision with Mayoral Strategic Authorities to ensure it is tailored to the needs of local labour markets. This notice refers to the procurement of the service in England only. This notice seeks to invite interested suppliers to attend an upcoming virtual Market Engagement event on the 2nd June. RBKC and WCC currently have contracts that provide access to volunteering opportunities for adults with a learning disability, these are due to expire in March 2027. To ensure that volunteering opportunities continue each borough is looking to procure a single contract which will start on April 2027. The purpose behind volunteering opportunity services is to provide high quality support for those with a Learning Disability and / or Autism support need that meet eligibility under the Care Act 2014. Support provided by volunteering opportunity services aims to support access to volunteering opportunities, supporting people to build and develop their skills and confidence to secure volunteering placements. The services will develop quality community services through voluntary opportunity in WCC and RBKC. They achieve this by: Promoting the benefits of volunteering, such as, playing an active part in the community, supporting the need of local communities. Undertaking and arranging voluntary work in education, health, social services and similar charitable activities. Tuition Flexible Contracting Agreement

Birmingham City Council (BCC) is inviting expressions of interest to support commissioners in developing a clearer understanding of the provider landscape. We are undertaking a soft market testing exercise to explore options for the potential procurement, redesign, and expansion of a Flexible Contracting Agreement (FCA) to deliver tuition services for children and young people. This exercise is purely exploratory and is intended to support Birmingham City Council in assessing the feasibility, scope, and approach for any future procurement. Participation is voluntary and will not influence your eligibility to participate in any subsequent procurement process. Tuition services are needed for children and young people who are in care, known to social workers, medically unfit to attend school, children without alternative provision and children with an Education Health Care Plan supported by the Home Bridging Team without a formal education placement. Independent Fostering Agency (IFA) Retainer Block Pilot

Reading Borough Council is undertaking a soft market testing and engagement exercise to explore a new commissioning approach for securing local foster care capacity through a retainer based block model. The Council is seeking early engagement with Independent Fostering Agencies (IFAs) to test whether this approach is viable in the current market, particularly in relation to the availability of carers within a 20 mile radius of Reading Civic Centre, and to understand whether the model is operationally practical and commercially attractive to providers. This exercise will also support a co design process with the market, enabling providers to help shape and refine the proposed model, service expectations, and delivery approach ahead of any potential procurement. The Council is particularly keen to work collaboratively to ensure that any future model is realistic, deliverable, and aligned with market capacity and provider insight. The Great North Children’s Hospital Trust is commissioning Barnardo’s to provide Family Support in their Emergency Department. Barnardo’s Family Support Workers offer psycho-social support to families in various health settings, this aims to reduce pressures on the health system whilst providing accessible, nonclinical support to families when they need it most. Barnardo’s Family Support Workers work with families who may not meet the threshold for traditional children’s services intervention, or who may not be accessing their community services and may require support to ensure equitable access, focussing on the environmental and socioeconomic causes of ill-health to make lasting change for families. This can mean meeting someone at their home, in the community, or over the phone, to talk through their circumstances and either agree an action plan, signpost, or refer to the relevant services and if needed, support with this initial engagement. We do this in partnership with the family and local providers to help families access the right support at the right time and reduce health inequalities. The aim is to reduce pressure on healthcare settings by encouraging families to tap into locally available support which is more appropriate for their level of need.
