This is a notice of the Authority's intention to award the proposed contract for the Service to the existing provider pursuant to Regulation 9 (3) of the Health Care Services (Provider Selection Regime) Regulations 2023, Direct Award Process C. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award and neither does Procurement Act 2023. The Home and Settle Service operates as a non regulated support service, meaning it does not require delivery by a CQC registered provider. Its purpose is to assist adults with limited local support networks to return home safely and re establish daily routines after hospital discharge, without providing any form of personal care. Because the service focuses solely on practical, low level support, it is well suited to delivery within the voluntary sector, where trained volunteers can contribute to tasks that enhance independence, social connection, and community based recovery.
SANDWELL 0-19 YEARS HEALTHY CHILD SERVICE

Sandwell Metropolitan Borough Council's vision is to give every child the best start in life and to reduce health inequalities for children, young people and families in Sandwell and wish to commission a Sandwell 0-19 Healthy Child Service, which will play a key part in delivery of this vision. This Procurement Process falls under the Provider Selection Regime (PSR) as set out in Part 2; Regulation 6(7) and 11 of the Health and Social Care Services (Provider Selection Regime) Regulations 2023. The Council will be following The Competitive Process (Regulation 11) under the Provider Selection Regime.
Crisis and Resilience Fund Advice Services

The Authority is undertaking Preliminary Market Engagement (PME) to inform the market and the development of an accredited Crisis Resilience Fund advice service for residents of North East Lincolnshire. The purpose of this engagement is to: • Inform the market of the upcoming procurement • Inform the market of engagement undertaken to date • Understand current market strengths, gaps, challenges and barriers to delivery accredited provision. • Gain insight into how local advice services could be strengthened to improve referral pathways and support early interventions. • Ensure that any future procurement is proportionate, delivers value for money and reflects the needs of residents and stakeholders. Through this market engagement, the Authority wishes to better understand: • The level of market interest in delivering the proposed service. • Opportunities for partnership, consortium or alliance-based delivery. • Effective approaches to triage, referral management and prioritisation. • The capacity of providers to deliver preventative and early intervention support. • Risks, challenges and dependencies that should be considered within any future procurement. The Authority is interested in feedback on a range of potential delivery approaches, including: • A single lead accredited provider model. • A consortium or partnership model involving multiple organisations with capacity building to support a quality standard of advice. • Community-based triage and navigation functions. • Models that build capacity within the wider voluntary and community sector through training, resources and responsive referral pathways. The Authority welcomes feedback on alternative approaches that may better achieve the desired outcomes and improve access, resilience and wellbeing for residents.

This is a Most Suitable Provider Process under the Provider Selection Regime to secure a Crisis Text Helpline Service for all ages across North West London and North Central London for the NHS West and North Integrated Care Board. This is a fully managed clinical service operating via a Text Crisis helpline function to run parallel to the 111 services for Mental Health Support working to reduce crisis in all ages.

Solihull Metropolitan Borough Council is undertaking a planned procurement exercise for: A Community Enablement Support Service; and A Community Mental Wellbeing Drop-in Service. The services are intended to commence on 1 April 2027 following the expiry of the current contracts on 31 March 2027. The Council's preferred model is to procure a single contract covering both service elements, although providers may submit delivery proposals through partnership arrangements with a lead provider and subcontractor(s). The provider delivering enablement support will be expected to be appropriately registered with the Care Quality Commission (CQC) where required.
Community Endoscopy Service NHS Essex ICB (formally NHS Mid and South Essex ICB)

NHS Mid and South Essex Integrated Care Board (herein "the Authority")'s intention to award a contract to Lakeside Medical Diagnostics Ltd to deliver Community Ultrasound Non-Obstetric Services to the patients within Mid and South Essex's geographical footprint. The contract will be for 12 months months from 01st April 2026 - 31st March 2027. The aggregate contract value is £804,393 noting that these are zero value contracts - paid at local prices- based on planning values for 2025-26 and will be subject to any agreed growth and inflator/deflators applicable to 2026/27. The provider is an existing provider, who is currently satisfying the requirements of the existing contract. The provider has been assessed against the criteria specified for this DAP C process: Quality & Innovation 20%. Value 20%. Integration, Collaboration & Service Sustainability 20%, Access Health Inequalities and Choice 20%; Social Value 20%. Key criteria were specified, and assessment against each criterion was assessed based on the current service delivery model and performance. and the supplier meets all the requirements specified to the satisfaction of the ICB, and it is expected that they will satisfy the requirements of the new contract.
Provision for support for those with life-limiting conditions

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Hull City Council is looking to award a contract under the Most Suitable Provider process as the Council is able to identify the most suitable provider without running a competitive exercise, for the provision of support for those diagnosed with life-limiting conditions. The Contracting Authority intends to award a single contract to the most suitable provider. This notice will be published for at least 14 days in line with best practice under the Provider Selection Regime 2023, allowing time for any enquiries to be considered.

Pre-market engagement for a potential framework agreement (under the PSR) for services to support dementia care. Countess of Chester Hospital NHS Foundation Trust Commercial Procurement Services seeks to engage with providers with a view to developing a framework agreement for services to support dementia care under the Provider Selection Regime and Provider Selection Regime (Wales), together the PSR. Framework agreements are defined in Regulation 16 of the PSR. Any framework agreement will introduce standardised processes, thus reducing duplication of effort for Relevant Authorities and providers. Ensuring that framework agreement providers meet the highest standards, and facilitating delivery of improvements will improve service-user experience. Ideas under consideration are that a framework agreement will facilitate contracts for services set out in the 'Modern Service Framework for Dementia and Frailty' for the NHS in England as and when this is published, including any similar Service Framework for the NHS in Wales; and/or will facilitate contracts for services to deliver improvement opportunities identified by a Relevant Authority using the Dementia 100 pathway assessment & improvement tool (or an equivalent tool). The purpose of this pre-market engagement notice is to invite providers to help us to develop a framework agreement service specification. Providers participating in this pre-market engagement are not guaranteed to receive either an Invitation to Tender (if Invitations to Tender are issued), or a place on any framework agreement which may be awarded following an Invitation to Tender. In 2025, the Government announced a new programme, Giving every child the best start in life - GOV.UK, building on the previous Family Hubs Start for Life programme. The strategy sets out the importance of supporting every child and family through their early years, laying the foundations for future success. Including the commitment to ensure 75% of children reach a Good Level of Development (GLD) in the Early Years Foundation Stage Profile assessment by 2028 and are starting school ready to learn. The Best Start Family Hubs and Healthy Babies: guidance for local authorities - GOV.UK informs the strands of the core funded services that are in scope for this commissioning activity. Domestic Abuse Lived Experience Advisory Group

Oxfordshire County Council (OCC) is committed to ensuring representation of adult and child victim-survivors of domestic abuse, including all people with protected characteristics who have lived experience of domestic abuse (DA), are reflected throughout the partnership, strategy, commissioning, and delivery of services. This is a requirement for Councils included in Domestic Abuse Act 2021 Domestic Abuse Act 2021 (legislation.gov.uk) Since 2022, Oxfordshire has commissioned a Lived Experience Advisory Co-ordinator to establish a group of adult victim-survivors (LEAG) to participate in the operation of the Domestic Abuse Strategic Board (and subgroups). They have also participated in the design and delivery of OCC consultations and commissioning arrangements to co-produce the overarching Oxfordshire Domestic Abuse Strategy and Safe Accommodation Strategy. This new contract will provide resource to increase this engagement and ensure inclusion of representatives from children and young people affected by domestic abuse who are regarded as victim survivors within the Domestic Abuse Act legislation.

A procurement is being considered for the provision of an Independent Medical Advice Service (IMAS), which will deliver independent, expert medical advice to support asylum and wider immigration decision-making. The service will support caseworkers in circumstances where medical evidence is presented, and specialist clinical input is required to inform decision making. Advice may include consideration of physical and mental health matters relevant to individual cases. The Authority is seeking to engage with organisations capable of delivering responsive, reliable and independent medical advisory services, providing objective medical input to support operational decision making. The anticipated service scope may include: • Independent clinical review and advice based on submitted medical information. • Provision of medical opinion to support casework decision where clinical expertise is required. • Delivery of advice within agreed service standards and timescales. • Appropriate clinical governance, quality assurance and information handling arrangements. The purpose of this engagement is to better understand market capability, capacity, delivery models, and commercial approaches available to support the future service. Reading Borough Council is undertaking a soft market testing and engagement exercise to explore a new commissioning approach for securing local foster care capacity through a retainer based block model. The Council is seeking early engagement with Independent Fostering Agencies (IFAs) to test whether this approach is viable in the current market, particularly in relation to the availability of carers within a 20 mile radius of Reading Civic Centre, and to understand whether the model is operationally practical and commercially attractive to providers. This exercise will also support a co design process with the market, enabling providers to help shape and refine the proposed model, service expectations, and delivery approach ahead of any potential procurement. The Council is particularly keen to work collaboratively to ensure that any future model is realistic, deliverable, and aligned with market capacity and provider insight. This PIN forms part of a structured pre procurement engagement process and is intended to inform decision making on whether to proceed to a pilot and how the model should be designed.
