Domestic Abuse Lived Experience Advisory Group

Oxfordshire County Council (OCC) is committed to ensuring representation of adult and child victim-survivors of domestic abuse, including all people with protected characteristics who have lived experience of domestic abuse (DA), are reflected throughout the partnership, strategy, commissioning, and delivery of services. This is a requirement for Councils included in Domestic Abuse Act 2021 Domestic Abuse Act 2021 (legislation.gov.uk) Since 2022, Oxfordshire has commissioned a Lived Experience Advisory Co-ordinator to establish a group of adult victim-survivors (LEAG) to participate in the operation of the Domestic Abuse Strategic Board (and subgroups). They have also participated in the design and delivery of OCC consultations and commissioning arrangements to co-produce the overarching Oxfordshire Domestic Abuse Strategy and Safe Accommodation Strategy. This new contract will provide resource to increase this engagement and ensure inclusion of representatives from children and young people affected by domestic abuse who are regarded as victim survivors within the Domestic Abuse Act legislation.
Supplementary Substance Misuse Treatment and Recovery Services

The contract is for the provision of posts and interventions that are funded by the Supplementary Substance Misuse Treatment and Recovery and Housing Support components of the ringfenced funding within the Public Health Grant for drug and alcohol prevention, treatment and recovery. The services will be fully integrated with the County Durham Drug and Alcohol Recovery Service (CDDARS).
Provision of Independent Medical Advice Services

A procurement is being considered for the provision of an Independent Medical Advice Service (IMAS), which will deliver independent, expert medical advice to support asylum and wider immigration decision-making. The service will support caseworkers in circumstances where medical evidence is presented, and specialist clinical input is required to inform decision making. Advice may include consideration of physical and mental health matters relevant to individual cases. The Authority is seeking to engage with organisations capable of delivering responsive, reliable and independent medical advisory services, providing objective medical input to support operational decision making. The anticipated service scope may include: • Independent clinical review and advice based on submitted medical information. • Provision of medical opinion to support casework decision where clinical expertise is required. • Delivery of advice within agreed service standards and timescales. • Appropriate clinical governance, quality assurance and information handling arrangements. The purpose of this engagement is to better understand market capability, capacity, delivery models, and commercial approaches available to support the future service. Further information regarding service requirements, volumes and operational arrangement may be shared with interested organisation as part of subsequent engagement activity. Independent Fostering Agency (IFA) Retainer Block Pilot

Reading Borough Council is undertaking a soft market testing and engagement exercise to explore a new commissioning approach for securing local foster care capacity through a retainer based block model. The Council is seeking early engagement with Independent Fostering Agencies (IFAs) to test whether this approach is viable in the current market, particularly in relation to the availability of carers within a 20 mile radius of Reading Civic Centre, and to understand whether the model is operationally practical and commercially attractive to providers. This exercise will also support a co design process with the market, enabling providers to help shape and refine the proposed model, service expectations, and delivery approach ahead of any potential procurement. The Council is particularly keen to work collaboratively to ensure that any future model is realistic, deliverable, and aligned with market capacity and provider insight. This PIN forms part of a structured pre procurement engagement process and is intended to inform decision making on whether to proceed to a pilot and how the model should be designed. Community Investigation Hubs form part of the network of Community Diagnostic Centres in Somerset with the aim of offering patients a wide range of diagnostic tests closer to home and greater choice as to where and how they are undertaken, reducing the need for hospital visits and potentially expediting the start of treatment.
Youth Vaping and Smoking Cessation Service
Derbyshire County Council
The Council is seeking a single experienced Provider to deliver a targeted smoking and vaping cessation intervention for Children and Young People (CYP) delivered predominantly within secondary school settings on a phased approach within Derbyshire (excluding Derby City). The service will align with the national Stopping the Start Strategy and Derbyshire County Council Public Health Strategic Plan. The service will support pupils aged 12 and over who wish to stop smoking, vaping, or both. It will be informed by best practice in line with NICE guideline NICE NG209, and delivered by certified National Centre Smoking Cessation and Training (NCSCT) stop smoking practitioners embedded within the school community. Delivery will include effective partnership working to avoid duplication and enhance existing prevention activity. The Youth Vaping and Smoking Cessation Service will commence on 01 September 2026 for a period of 2 years to 31 August 2028. Subject to available funding and successful delivery of Phase 1 and evaluation, the Council may at is discretion approve delivery of Phase 2 for year 3 from 01 September 2028 to 31 August 2029. A mobilisation period will run from 14 May 2026 to service commencement date on 01 September 2026 (see Mobilisation Section) and will be non-chargeable; no fees or cost incurred during this period will be payable by the Council.
Domiciliary Care and Wellbeing Service - Locality 2
Thurrock Council
Thurrock Council delivers domiciliary care and wellbeing services through a locality-based model. As part of this approach, the Council is seeking a provider to deliver Domiciliary Care and Wellbeing Services in Locality 2, covering Aveley, South Ockendon and Purfleet (ASOP). The successful provider will support adults eligible under the Care Act 2014 to live independently at home through flexible, high-quality services. End of Life and Palliative Care Services & Lymphoedema Service - North Yorkshire

End of Life and Palliative Care Services - Inpatient Care The service will provide a ten bedded inpatient unit for terminal care, symptom control, assessment and crisis care for individuals who have a progressive terminal condition with specialist palliative care needs. End of Life and Palliative Care Services - Community The service will deliver a community-based palliative and end of life care services for individuals aged 18 and over requiring domiciliary end of life care, complex symptom management and assessment of their changing condition and/or disease progression. The service will provide an End-of-Life Care Co-ordination Service that will work collaboratively across primary, community, secondary care and third sectors to facilitate choice in respect to preferred priorities for care and death. Volunteers Visitor Service The service will support carers of people living with a terminal illness through a team of trained volunteers who will undertake regular home visits to individuals with end-of-life care needs. The service will provide practical, emotional and social support for carers to reduce feelings of isolation and anxiety. Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above. The service will be delivered in line with British Lymphology Society guidelines.
