Mid Ulster District Council (MUDC) is currently preparing to initiate a procurement process under the Procurement Act 2023 (Act) to establish a contract(s) with (a) suitably experienced and licensed contractor(s) to collect, treat and recycle / recover waste wood from Household Waste Recycling Centres & Waste Transfer Stations across the district. DEFRA Shared Provisions Scale-up Project - RM Programme

WRAP, on behalf of DEFRA, is exploring practical ways to reduce the associated cost and space impacts on businesses and other non-domestic premises (NDPs) of Simpler Recycling. One potential approach which has been identified is shared waste provision, which could help lower costs, improve operational efficiency and reduce the number of bins required at a site. This project is scaling up the learning from previous pilot work in this area. has been developed to test how shared provision could work in practice and to generate real-world evidence on its feasibility, benefits and implementation requirements. Background One way of delivering this approach is through container sharing, where neighbouring businesses share waste and recycling containers, for example on a high street or across an industrial estate. More broadly, shared provision describes arrangements in which a small number of businesses in the same geographic area work together to access waste management services. Its primary purpose is to help reduce the cost burden on small businesses while supporting compliance with the new recycling requirements. WRAP considers that the main forms of shared provision or collection are: 1. Shared bins – usually an informal arrangement between two or more businesses. 2. Shared collection – where waste and recycling collections are typically organised by a facilities management company or landlord, and the cost of waste and recycling removal from the premises by a caretaker or cleaner is included within the lease, rent or service charge. This applies only where the same management company or landlord is responsible for the premises. 3. Shared facility – where a central waste facility is provided for businesses to use, with employees taking waste and recycling to shared bins or a designated collection area. This model is more commonly used on industrial estates, with costs included within the lease, rent or service charge. Shared provision offers several potential benefits

The fundamental objective of the procurement will be to secure a reliable, efficient, and compliant waste management service capable of meeting the diverse operational needs of the Council’s estate. This includes the consistent delivery of recycling services, the lawful collection and disposal of residual waste, and the secure handling and destruction of confidential wastepaper, as required. Through the delivery of this requirement the Council places a strong emphasis on adherence to the waste hierarchy, prioritising waste prevention, reuse, and recycling above treatment and disposal. Contractors are therefore expected to support the Council’s wider environmental, sustainability, and resource-efficiency objectives, and to work collaboratively with the Council to maximise recycling performance and reduce waste arisings wherever practicable. The contract resulting from this procurement will play a key role in maintaining Shropshire’s public spaces as clean, safe, and welcoming environments, supporting the Council’s long-term sustainability and environmental objectives. The Council’s expectation is that a longer-term, single supplier contract will provide greater value for money for the council in terms of financial efficiencies, but also staff resourcing, consistency of service provision. The Council envisage that this, in turn, will create the conditions for the contract’s outcomes to align with wider Council sustainability, social, and environmental objectives. BHC is seeking to enter into a contract with a suitably qualified and experienced supplier for the provision of port waste management services. BHC is seeking to appoint a supplier to provide port waste management services to facilitate the landing of waste from all vessels, excluding scheduled ferry services and other exempted vessels arriving at Belfast Harbour. The service provided shall include the provision of waste receptacles to facilitate the landing and segregation of waste from commercial vessels including cruise ships arriving at any quays and wharves operated by BHC and from leisure vessels visiting Belfast Marina. The service shall include the provision of appropriate waste receptacles on quays, segregations of waste streams, supervision of waste and recycling activities on site, the provision of appropriate waste transfer notes and receipts, transfer of waste to licensed recycling and final disposal sites and the maintenance of associated records in accordance with the Port Waste Management Plan and prevailing legislation. Currently the services consist of the collection, transfer, storage and re-use, recycling or disposal of all solid waste produced by vessels calling at Belfast Harbour. The current service is based on the provision of up to 28 covered and lockable skips for special (Category 1 international catering/galley waste), up to 28 skips for ship (non-galley) and up to 7 roll on roll off containers for cargo generated waste located in accordance with the Port's Waste Management Plan, the current draft of which is attached at Appendix 3 of the PQQ. Current facilities for Belfast Harbour Marina consist of 8 x 240L waste receptacles located at the service areas on the pontoon located in Abercorn Marina adjacent to the Odyssey Arena. All waste receptacles are required to be marked and colour coded. Following completion of preliminary market engagement, the Authority has reviewed its proposed procurement strategy for waste management services. The original intention was to procure a Total Managed Waste Service contract covering all waste streams. However, feedback received during market engagement, together with the Authority's subsequent review, has resulted in a revised approach to market. The Authority now intends to undertake four separate procurement exercises as follows: General, Recycling, Glass and Food Waste Services – procurement anticipated to be issued in Summer 2026. Clinical Waste Services – procurement anticipated to be issued in Summer 2026. Confidential Waste Services – procurement anticipated to be issued in Autumn 2026. WEEE (Waste Electrical and Electronic Equipment) Services – procurement anticipated to be issued in Winter 2026/27. Caerphilly County Borough Council is seeking to establish a Framework for the provision of a Recycling and Haulage Service for Dry Mixed Recyclable (DMR) Waste Materials. The framework will secure access to suitably licensed and operational facilities capable of delivering a reliable, efficient, and high-quality service for the processing and recycling of DMR waste. A key objective of this framework is to support the Authority in meeting Welsh Government statutory recycling and landfill diversion targets, while promoting sustainable waste management practices. Currently, the projected volume is estimated to be 16,000 to 18,000 tonnes per annum, and the Framework will enable the Council to work collaboratively with contractors to optimise environmental performance, improve recovery outcomes, and ensure service resilience.
