RFT - Electrical and Mechanical Services Contractor for Block A - Replace Boiler including Underfloor Pipework at Fraser Crescent School, Upper Hutt

The specialist reports have identified that the boilers, radiators and heating pipe infrastructure are at the end of life and due for replacement. It is proposed to replace heating with electric heat pumps to all spaces. An upgrade of the electric infrastructure will be carried out in accordance with the engineer’s design and recommendations including for control modules for the electrical load management. The removal of the boilers is to be included along with all redundant heating pipe both from within the boiler room and under floors of the classroom blocks. Asbestos has been identified in the boiler room linings and gaskets, underfloor where old pipe insulation has been left and in the vinyl flooring through which heating pipes penetrate. The safe removal of asbestos is to be included for within this project. The work will be sequenced so as not to leave the school at risk of not having heating as per the following suggested order of work: - Electrical infrastructure works - Supply and installation of heat pumps, commissioning of new systems - Decommission and removal of the boilers and redundant heaters and radiators - Safe removal of asbestos linings in boiler room - Fitting of new linings and make good of walls - Relocation of the main switchboard into the boiler room - Removal of underfloor asbestos and redundant heating pipes

Duvauchelle Water Supply Treatment Plant

The purpose of this RFT is to invite Tenderers to submit their Tenders for the upgrade of the Kaitouna Duvauchelle Water Supply Treatment Plant. The existing Duvauchelle Water Treatment Plant (WTP) utilises conventional media and cartridge filtration technology and does not consistently comply with the Drinking Water Standards for New Zealand. During high turbidity events, water must be brought by tanker from elsewhere to meet demand, at a significant cost. The purpose of the project is to upgrade the existing water supply treatment plant, to ensure that Council provides a facility that: • Produces drinking water in accordance with the following New Zealand Drinking Water Regulatory Framework. • Utilises membrane filtration to provide a minimum 4 log protozoa credit. • Has low total lifecycle costs, including by minimising energy use and chemical use. • Provides fully automated plant operation, with a high level of reliability, to minimise operational interventions and maintenance requirements and associated costs. • Has conforming electrical, instrument and controls system design and operation including SCADA interface and telemetry system. The new treatment plant will be constructed on the site of the existing treatment plant. The site is an operational water treatment plant, which must be maintained in continuous service during the Contract.
