The CVRAS (Clean Vehicle Retrofit Accreditation Scheme) supports the reduction of air pollutant emissions from older and more polluting diesel vehicles during the transition to a zero-emission fleet. The scheme was launched in 2017 and funded by Government to accredit retrofit technologies that could reduce levels of nitrogen oxides (NOX) emissions from buses to close to Euro VI levels. The Department for Transport has a requirement for an outsourced service to provide an accreditation scheme. This comprises monitoring performance of the CVRAS bus fleet, improving compliance including telematics reporting, engaging bus operators and Local Authorities on bus fleet maintenance and supporting accurate functioning of Clean Air Zone charging.

The service supports timely and safe discharge, helps people regain confidence and independence at home, reduce loneliness and social isolation as well as prevent avoidable readmissions. Support is tailored to individual need and normally provided for a short period, up to a maximum of four weeks, with clear signposting and warm handovers into relevant community and voluntary sector services. We are inviting the market to help us develop our future iteration of the service through shared experience, best practice and innovation. This is solely for the purpose of gathering information and understanding market capability and capacity and not a call to competition. Participation in this engagement is voluntary and will have no bearing on any future procurement activity. Due to the operational impacts arising from changes in other services, the existing operator has served notice on the contract awarded in 2024 for Non-Commercial Bus Services Lot 4 (Service 60). The need for this service remains to ensure the community has the connectivity to facilities and services and therefore a new Request for Quotation is needed. This service will be renumbered as Service 26, linking more appropriately with other Paignton based services. Torbay Council is seeking to at least retain the existing bus service network in accordance with the Councils BSIP, but also to enhance it with improvements to service levels, including operating to key locations which are not currently served. Our aim is to improve the routes with increased frequency, additional services covering earlier and later times and at weekends with modern, low floor, zero or low emission vehicles. It is important to note that a new service (27), replacing and improving upon the current Services 28 and 30 between Paignton town centre and schools in Torquay, will be proposed. This will operate all day, additionally connecting to Torbay Hospital. There will be overlap with this contract. That overlap is not confirmed but may include areas of Shorton Valley and Preston Down Road. Torbay Council and Devon County Council are in the process of setting up a new combined Enhanced Bus Partnership.

About the VRU The London Violence Reduction Unit (VRU), hosted within the Mayor’s Office for Policing and Crime (MOPAC), pioneers a partnership-based public health approach to tackling violence through prevention and early intervention. Since 2019, the VRU has invested in over 550,000 targeted interventions for young people across London. Working with partners across government, local authorities, education, health, policing and the voluntary and community sector, the VRU supports coordinated action at the key touchpoints that influence a young person’s journey: early years and families, education, positive opportunities, youth work, and communities and place. Central to the VRU’s approach is a commitment to embedding the voices of young people, practitioners and communities in policy, programme design and decision-making. Programme Background The VRU recognises that the rapid growth of digital platforms and technologies has created both new opportunities and new risks for children and young people. While online spaces can support connection, creativity, learning and participation, they can also expose young people to harmful content, exploitation, misogyny, harassment, coercion and technology-enabled abuse, and can contribute to the escalation of offline harm and violence. Please note: THIS IS NOT A CALL FOR COMPETITION Background Under recent changes to planning legislation, Worcestershire County Council (WCC) has a responsibility to prepare a Minerals and Waste Plan. We are currently considering how to prioritise the use of internal and external resources to achieve challenging timescales for plan preparation and we may seek to procure professional services to support this. Existing plans The Waste Core Strategy was adopted in 2012 and is likely to need a comprehensive update. Officers have started work on the evidence base and WCC consulted on an early draft of the Waste Needs Assessment in Spring 2026 to inform this process. The extant Waste Core Strategy does not contain site allocations. The Minerals Local Plan was adopted in July 2022. Officers anticipate that much of the strategic direction may remain, however changes will be required to reflect any changes in national and local policy since the plan was adopted. The extant Minerals Local Plan designated “areas of search” but no “specific site” or “preferred area” allocations. Commencing plan preparation under the new system Due to the different ages of the Waste Core Strategy and Minerals Local Plan, different dates apply by which a “notice of intention to commence minerals and waste plan document preparation” under Regulation 44 must be given, and by which Gateway 1 “self-assessment of readiness for minerals and waste plan document preparation” must be published under Regulation 46 to formally commence the 30-month plan preparation timescale: • For waste: o Notice of intention to commence must be given by 31st December 2026 at the latest, o Self-assessment summary (Gateway 1) published by 30th April 2027 at the latest. • For minerals: o Notice of intention to commence must be given by 14th March 2027 at the latest, o Self-assessment summary (Gateway 1) published by 14th July 2027 at the latest.
