This assignment is to support DisCos in the preparation of technically sound, financially viable end-to-end feeder upgrade project submissions under DISREP. Qualified firms shall be invited to bid for services specified under. Firms may bid for all the lots, but no firm can win more than one lot. The assignment is divided into the following lots; Lot 1: Abuja, Kaduna and Kano Lot 2: Jos and Yola Lot 3: Eko, Ibadan and Ikeja Lot 4: Benin, Enigu and Port Harcourt The consulting services (“the Services”) include: Feeder portfolio review and ranking based on Cost-Benefit Analysis (CBA) Standardized Technical Specifications and Bill of Engineering Measurement and Evaluation (BEME) Costing and Benchmarking The approximate effort level for the assignment is Four (4) Calendar months. The Terms of Reference (TOR) for the assignment can be accessed at TCN website. The Headquarters of the WAPP Secretariat is in Abomey-Calavi, Republic of Benin. The ECOWAS strategic objective being implemented by the West African Power Pool (WAPP) is based on a dynamic vision of integrating national power grids into a unified regional electricity market, so that such a mechanism would, over the medium and long term, ensure to the ECOWAS citizens access to adequate power quality at an affordable price, and enhance the economic development of the Member States including industrialization growth, Health and Education improvement, Poverty Reduction, various Employment Opportunities Creation, etc… To achieve its vision of operationalizing a unified ECOWAS regional electricity market, the WAPP Information and Coordination Centre (WAPP ICC), a Department within the WAPP Secretariat has been designated to perform the functions of a System Market Operator (SMO) responsible for coordinating the reliability of the WAPP Interconnected Transmission System (WAPPITS) made up of the power systems of fourteen (14) ECOWAS Member Countries and administration of the regional electricity market. The regional project "Implementing Regional and National Adaptation Priorities in Central and West Africa (PACO)" is financed by the International Climate Initiative (IKI) through the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and implemented by GIZ in Benin, Republic of Congo, Côte d"Ivoire, and Senegal. The project is carried out by a consortium comprising the African Development Bank (AfDB), Islamic Development Bank (IsDB), Potsdam Institute for Climate Impact Research (PIK), the Climate Commission of the Sahel Region (CCRS), and GIZ, in close collaboration with national ministries of environment, public and private actors, and civil society. PACO aims to strengthen climate resilience and adaptive capacities of governments, civil society, municipalities, and small and medium enterprises in the target countries. By supporting the implementation of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs) and governance frameworks, the project seeks to protect livelihoods and enhance climate-resilient development in regions heavily dependent on the primary sector and therefore highly exposed to climate change impacts. To achieve this, PACO operates through four interlinked outputs: Regional Support and coordination: The Climate Commissions for the Sahel Region (CCRS) and the Congo Basin (CCBC) support and upscale climate resilience of their member states in line with international agendas. Climate Governance: The four target countries strengthen their national climate governance frameworks and adaptive capacities of key stakeholders.
