Amendment 01: The purpose of this amendment is to extend the required abstract deadline. The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the areas of new synthesis techniques for polymeric materials and nonlinear optical (NLO) materials. Proposed research should investigate innovative approaches that enable revolutionary advances in material synthesis with the ability to scale to quantities relevant for application integration, culminating in the development of a prototype demonstration of a revolutionary NLO material integrated into a functional government-provided electro-optic modulator. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice, or research that pivots on exceptional claims that cannot be technically justified in the proposal. This includes: • Proposals aiming to employ solely inorganic materials without a polymeric component • Proposals aiming to modify/repurpose existing NLO materials resulting in incremental improvements to the state-of-the-art (SoA)
Solid-State Energy Conversion from Heat to Electricity Request for Information (RFI)
DEF ADVANCED RESEARCH PROJECTS AGCY
The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is requesting information on the current state of the art and technological limitations of solid-state direct thermal-to-electric energy conversion technologies. We define solid state energy conversion as systems that convert a temperature differential directly into electrical energy without utilizing mechanical moving parts (e.g., pistons, turbines, or rotary alternators). This RFI seeks to identify the best possible solid state heat engine performance across a wide operating temperature range, factors that limit performance, and the most attractive use cases if these highly efficient solid state heat engines could be made today. This survey of limits, challenges and use cases will identify opportunities for research and development to inform potential program(s) in this area.

HR001124C0378 DARPA JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
DEF ADVANCED RESEARCH PROJECTS AGCY
The Ice Control for cold Environments (ICE) program BAA was solicited on August 15, 2022, for the purpose of seeking to develop solutions for extreme cold weather DoW operational challenges by discovering and optimizing biologically sourced or inspired molecules to enable tuned inhibition or nucleation of ice crystallization, propagation, and adhesion. The ICE BAA was solicited for Phase I and Phase II with a notional Phase III that was to be solicited at a later date. This justification provides the rationale for awarding a sole-source modification to the current Phase II contractor, to continue this work into Phase III under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Intrinsic Market Resilience (IMR)
DEF ADVANCED RESEARCH PROJECTS AGCY
The evolution of markets from physical trading floors to interconnected, electronic venues has introduced new speed, transparency, and efficiency, but has also created new attack surfaces and systemic risks. Modern markets, which host trading for everything from equities and bonds to energy and cloud computing resources, can be manipulated in ways unanticipated by their designers. The 2010 United States Equity market "flash crash" and the 2000-2001 California energy crisis demonstrated how weaknesses in a market's public interfaces could have dramatic consequences. Similar design issues in today's complex, interacting market systems could be used to cause economic damage, which the IMR program technology seeks to prevent. The IMR program aims to develop repair methods to protect essential economic sectors against devastating attacks that exploit the public interfaces of modern markets. Current legal and regulatory protections focus on deterring profit-seeking manipulation and ensuring compliance, but they do not sufficiently protect markets from adversaries aiming simply to cause disruption. The IMR program seeks to address this gap by developing the tools to automatically model market designs, identify hidden weaknesses, and recommend and analyze repairs on the market models to make markets fundamentally more resilient to attack. IMR aims to combine Large Language Model (LLM)-based automation with rigorous modeling and analysis to identify remediations for market weaknesses. The program will develop formal notations to precisely describe how markets operate and coordinate, creating machine-analyzable models from informal descriptions like regulatory filings and technical specifications. Against these models, IMR will formulate and assess "resilience conjectures” - mathematical statements about desirable market properties, such as the inability for actors to manipulate prices without risking loss. By automatically analyzing these conjectures, the program ai
