The Authority has an enduring requirement to appoint suitably qualified and experienced auctioneers to support its Debt Management operations through the seizure, appraisal, storage and sale of customer assets as part of its statutory debt recovery activities. This procurement will be structured as a single HMRC led Open Procedure resulting in the award of separate contracts, one per Lot. It is not intended to establish a framework agreement. The scope of the services include Appraisal of assets prior to seizure; Contacting customers to facilitate debt recovery; Removal, transportation and secure storage and assets; Auction planning, marketing and sale of goods including online and physical auctions; Provision of specialist auction services where required; Remittance of sale proceeds; and Provision of management information and reporting. The services will be delivered across geographically defined regions. The contract will be let across multiple regional Lots, with Suppliers able to bid for one or more Lots. A maximum of two Lots may be awarded per Supplier. The Services are demand led and will be instructed on a Case by Case basis. The Authority does not guarantee any minimum volume or value of work. The Authority anticipates the following regional structure and indicative annual values, which are provided for information purposes only; Lot 1 North England approx. £150,00 per annum Lot 2 Midlands approx. £230,000 per annum Lot 3 Northern Ireland approx. £62,500 per annum Lot 4 South England and Wales approx. £230,000 per annum Lot 5 London approx. £202,500 per annum These figures are indicative and represent the Authority's current expectations only. The requirement is structured to enable Suppliers to tender for any of the advertised lots. To maximise opportunities for participation and support a diverse and resilient supplier base, the Authority intends that no supplier will be awarded more than two Lots.

The West of England Combined Authority (the“Authority”) has obtained Local Electric Vehicle Infrastructure (“LEVI”) grant funding from the Department for Transport Office for Zero Emission Vehicles (“OZEV”) which supports local authorities in England to plan and deliver charging infrastructure for residents without off-street parking. The LEVI fund has two main objectives: (1) to deliver a step-change in the deployment of local, primarily low power, on-street charging infrastructure across England; and (2) accelerate the commercialisation of, and investment in, the local charging infrastructure sector. As such, the Authority is seeking to procure the Services on behalf of the unitary authorities North Somerset Council (“NSC”) and Bath and North East Somerset Council (“B&NES”) (the “UAs”) across the UAs’ geographic areas . The Services will include (but are not limited to) provision of hardware equipment and installation, software, and associated services, to support the implementation of a regional network providing equity of provision, mainly to residents, while also supporting business and visitors (as further detailed in the Specification). The Authority is seeking proposals from suppliers for the supply, delivery, connection, commissioning, operating and maintenance of EV Charging Infrastructure , as further described in the Specification . The Concessionaire is required to be able to provide end-to-end services including, but not limited to, design, planning, pre-installation and civil engineering works, the provision of hardware, software, energy supply, customer payments and interfaces and all associated maintenance activity, improving assets with technology and regulatory advancements. Electric Vehicle Charging Infrastructure

This Tender is being published to support the Local Electric Vehicle Infrastructure (LEVI) fund, which is a major UK government initiative, administered by the Office for Zero Emission Vehicles (OZEV), designed to support local authorities in England to roll out electric vehicle public charging infrastructure. The scheme aims to assist residents without off-street parking in transitioning to electric vehicles (EVs). The Authority has been awarded £10,111,000 for the provision of public EV Chargepoints from the Local Electric Vehicle Infrastructure (LEVI) Capital fund, funded by the Office for Zero Emission Vehicles. Additionally, the Authority has secured £400,000 from the LEVI Pilot fund specifically for the delivery of lamppost-integrated Chargepoints. Delivery of the Pilot project has been included as a required element in this tender to ensure there is an integrated and consistent approach to EVI provision. The Authority's contribution towards the works required to deliver the Contract is £10,511,000 which is aggregate sum of the LEVI Capital fund the LEVI Pilot fund as set out above. This Procurement and subsequent Contract is offered and will be delivered as a single lot covering the whole county. The Authority's desire is that installations can be balanced across the more commercially viable and the less commercially viable areas across the county. An experienced CPO with the technical expertise to deliver at the required scale and at pace is vital for a contract of this size.
