Kiribati Energy Policy Reform Technical Adviser

The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the Government of Kiribati to support national energy sector reform, including the review and update of key national energy policies and planning instruments. MFAT is seeking an International Technical Advisor - Energy Policy Reform to provide technical and coordination support to the Energy Planning Division (EPD) within the Ministry of Infrastructure and Sustainable Energy (MISE). The role will support the review, development, and consultation of the Kiribati National Energy Policy (KNEP) and the Kiribati Integrated Energy Roadmap (KIER), along with associated priority energy policy instruments. This role will be based in South Tarawa and contracted directly to MFAT. It is a senior technical advisory position working closely with the Energy Planning Division, relevant government agencies, and development partners to strengthen energy policy, planning, and coordination capability. The initial assignment will be for 12 months, with the possibility of extension subject to performance and programme requirements. The role is full‑time and requires an in‑country presence in Kiribati, with travel within Kiribati (including Kiritimati Island) as required. As part of this, MFAT and the Tuvalu Fisheries Authority (TFA) are seeking a Tuvalu Fisheries Adviser (Offshore) to provide technical assistance and capacity development support to the TFA, helping to maximise sustainable benefits from Tuvalu’s rich marine resources. This part time role will be remote with extended in-country visits and contracted directly to MFAT. It is a senior technical advisory position working alongside the TFA Managing Director and supporting the delivery of the Tuvalu Fisheries Support Programme Phase 3 (TFSP3). Kiribati Health Sector Support Programme

The Ministry of Foreign Affairs and Trade is planning to procure one or more suppliers to design and implement an international development programme to improve the quality, coverage, and inclusivity of health services in Kiribati. MFAT is looking to contract the same supplier/s to deliver a design inception phase (including an option analysis) detailed design and implementation. There will be two stop/go clause’s one between the design inception phase and detailed design phase and the second between the detailed design phase and implementation. The proposed Kiribati–New Zealand Health Sector Support Programme will be a strategic investment of approximately NZ$20 million over six years (2026–2032). The programme will have a primary focus on reproductive, maternal, newborn, child and adolescent health (RMNCAH) and the prevention and management of non communicable diseases (NCDs).
