RFP-009/26 - CONSULTING FIRM TO SUPPORT THE DEVELOPMENT OF SIERRA LEONE NATIONAL HUMAN DEVELOPMENT REPORT (NHDR).Background;UNDP Sierra Leone and the Ministry of Planning and Economic Development are collaborating to develop the 5th Sierra Leone National Human Development Report (NHDR)2026. Sierra Leone has published four reports (in 1996,1998,2007, and 2019), focusing respectively on national security and post-war stabilization, poverty eradication, decentralization and local governance, and recovery and resilience building. The proposed report will contribute to the objectives of the MTNDP 2024-2030 and inform strategies for achieving human-centered transformation. The report will be developed under the theme:“Choices and Consequences in Financing Human Development in Sierra Leone”.This Human Development Report explores the nexus between financing and human development, emphasizing the need to invest in people to ensure productive lives and contribute to economic development. The report is expected to assess financing trends, identify gaps and inefficiencies in financing, and propose innovative and equitable financing mechanisms to accelerate human development and advance the Sustainable Development Goals. The report will calculate Human Development Indexes at the national and district level, analyze national budget and fiscal processes, evaluate policy trends and priorities relative to human development, and provide recommendations for financing and advancing human development in Sierra Leone.In support of this report, UNDP is commissioning research into four analytical background papers to complement the reporting process. This arrangement provides a critical transition period during which the Government must establish a sustainable long-term business model, governance structure, and operational framework to ensure continuity of services beyond the contractor's O&M period. A separate technical assessment of the CORS system is being conducted to evaluate system performance, document technical architecture, and establish operational baselines.
