To map out the current status of soil health management initiatives, including: Soil fertility management, Soil conservation; Integrated Soil Fertility Management (ISFM), Climate-smart soil management, Regenerative agriculture, Organic nutrient management, Precision agriculture. Document available soil information systems including, Soil laboratories; Soil testing services To document best practices, innovations and success stories on sustainable soil and fertilizer management. Recommend directions for strengthening regional collaboration, policy harmonization and investment. Scope of the consulting services and specific tasks The study will focus on the IGAD Region and Member states including Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Uganda. Context The Regional Organization for Conservation of the Marine Environment of the Red Sea and Gulf of Aden (PERSGA) is an intergovernmental organization established since 1995. PERSGA institutional framework is based on the Regional Convention for the Conservation of the Red Sea and Gulf of Aden Environment (Jeddah Convention 1982), which joins seven member states, including Djibouti, Egypt, Jordan, Saudi Arabia, Somalia, Sudan, and Yemen. Rational use of marine resources and the protection of coastal marine environment from pollution and overexploitation are central objectives of Jeddah Convention (1982) and its derived Action Plan Regional Protocols and Action Plan. PERSGA runs regional programs and projects that support regional capacities and coordination to achieve these objectives. This consultancy is carried out in the framework of the implementation of the regional project “Sustainable Fisheries Development in the Red Sea and Gulf of Aden”, referred to hereafter as SFISH project. West Sussex County Council (WSCC) is continuing to explore options to expand and improve temporary accommodation across the county, with a strong focus on promoting and safeguarding the wellbeing of people who are homeless, as well as refugees and migrants in need of housing support. We are particularly interested in working with providers offering privately owned accommodation and independent settings, alongside more traditional provision. Due to increasing demand, we are now actively inviting accommodation providers and property owners to come forward and engage with us. The Council is seeking to engage with providers who can secure or supply temporary and emergency accommodation, as defined by Part VII of the Housing Act 1996, for individuals and households experiencing homelessness. This engagement will help inform a potential future procurement process. The Refugee Resettlement & Migration Service at WSCC works closely with central government, including the Home Office, to support refugees and migrants to safely resettle and integrate into local communities. As demand for accommodation continues to grow—including for people arriving from Ukraine, Afghanistan, Sudan, and other contexts—we are keen to build partnerships that increase the availability of safe, suitable, and sustainable housing across West Sussex. The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK’s conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors. The SSP’s key objectives are to: • Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks. • Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. • Countering misinformation, disinformation and hate speech • Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to £39 million over five years, with this specific contractual component expected to receive approximately £30 million (£6 million annually).
