Under Component 5, the project prioritizes the rehabilitation of critical agricultural infrastructure to increase productivity and promote climate-resilient farming . Systemic barriers, such as inadequate irrigation infrastructure, continue to marginalize smallholder rice farmers. To address this, four priority sites have been identified for rehabilitation: Fargonda (Lofa), Kakata (Margibi), Meleki (Bong), and Sahnpa (Nimba). This assignment focuses on ensuring these interventions comply with national environmental regulations and the World Bank’s Environmental and Social Framework (ESF). 2. Objectives Primary Objective: To develop a comprehensive and stand-alone Environmental and Social Management Plan (ESMP) for each of the four priority irrigation sites to ensure that environmental and social safeguards are effectively integrated into project activities across all phases (construction, operation, and decommissioning). FEDERAL GOVERNMENT OF SOMALIA MINISTRY OF PUBLIC WORKS, RECONSTRUCTION AND HOUSING Specific Procurement Notice Request for Proposal Information Systems (Design, Supply and Installation) (Without Prequalification) Purchaser: Ministry of Public Works, Reconstruction and Housing, Federal Government of Somalia Project: Somalia – Horn of Africa Infrastructure Integration Project (SHIIP) Contract Title: Development and Installation of Integrated Infrastructure Management Information System (IIMS) for the Ministry of Public Works, Reconstruction and Housing, FGS Country: Somalia Grant No.: IDA-E1270 RFP No: SO-MPWRH-540808-NC-RFP 1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia – Horn of Africa Infrastructure Integration Project (SHIIP) , and intends to apply part of the proceeds toward payments under the contract for Development and Installation of Integrated Infrastructure Management Information System (IIMS) for the Ministry of Public Works, Reconstruction and Housing, FGS. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Ministry of Public Works, Reconstruction and Housing, Federal Government Somalia now invites sealed Proposals from eligible Proposers for the Development and Installation of Integrated Infrastructure Management Information System (IIMS) for the Ministry of Public Works, Reconstruction and Housing, FGS. 3.
