Notice of Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 10 (NCO 10), intends to award a sole source contract to Becton, Dickinson and Company (BD), 1 Becton Drive, Franklin Lakes, NJ 07417, for a Priority Care Service Agreement for the BD LSRFortessa 4-Laser BRVUV Flow Cytometer located at the Louis Stokes Cleveland VA Medical Center, 10701 East Blvd, Cleveland, OH 44106. The proposed contract is for a base period of one (1) year with four (4) one-year option periods, with a period of performance commencing on or about July 5, 2026. This acquisition is conducted in accordance with the Revolutionary FAR Overhaul (RFO) FAR Part 12, specifically FAR 12.102(a), governing acquisitions at or below the simplified acquisition threshold. The Government intends to solicit and negotiate with only one source based on the following justification: BD is the Original Equipment Manufacturer (OEM) and sole authorized provider of the Priority Care Service Agreement for this equipment. Performance of maintenance by any other source would compromise the integrity of laboratory results used in direct patient care. The Government is considering alternative space if economically advantageous and is seeking to lease approximately 1,500 gross square feet of existing high quality flex space, in the Baton Rouge, LA area, specifically in zip code 70817. Six sweepers and one scrubber, that were manufactured by Tennant, are located in various buildings abourd Marine Corps Base Camp Pendleton, CA. The item model and serial numbers of each machine are listed on the attached statement of work under 3.3 TABLE 2-SWEEPERS AND SCRUBBERS. The equipment is used inside warehouses. Scheduled maintenance is required to reduce prolonged down time and extend the life of the equipment. The sweepers and scrubber have been under continuious service since they were purchased.

WAPA benefits from these replacements by resolving deteriorating and potentially dangerous equipment conditions while setting up the substation for future Phase 02 conversion to breaker and a half bus configuration. SCOPE: DFC may hold or receive publicly traded securities as a result of its investment activities and is seeking the services of brokerage firms licensed to operate in various markets around the world. DFC is looking for brokerage firms that can facilitate the sales and trading of publicly traded securities (e.g. equity) and help settle transactions at DFC’s discretion. DFC has strong preference for experienced brokerages licensed to operate in emerging markets of Latin America, Southeast Asia, South Asia, Eastern Europe, and Africa. See attachment one for the current status of each region pool. REQUIREMENTS: Presence in one or more emerging markets. Immediate need is currently in India, Brazil, and Mexico valued.
