Pursuant to RFO 5.101(a), this notice serves as a synopsis of a proposed contract action announcement of the Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, Lifecycle Training Flight (AFICC 338 ESS/PKAD) at Joint Base San Antonio – Randolph, TX (JBSA-Randolph) intent to utilize RFO 15 Sole Source Negotiation utilizing RFO 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements – Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Air Center Helicopters – (308 E. Renfro St #104, Burleson, TX 76208) for the provision of Rotary Wing Airlift Support Services for the Special Warfare Training Wing. Furthermore, the vendor must operate multiple airframes (small and large) of the same type, with the capability to provide a replacement aircraft at each location should maintenance issues require it within 36 hours to allow for mission continuation. ACHI is the only vendor that operates aircraft with the required specifications in sufficient numbers in their fleet to meet this requirement.
