Vzpostavitev oziroma rekonstrukcija treh zaklonišč v Harkovski regiji (Ukrajina)

CENTER ZA MEDNARODNO SODELOVANJE IN RAZVOJ

Zaradi ruske vojaške agresije na Ukrajino je varnost otrok, zaposlenih v vzgojno-izobraževalnih ustanovah in lokalnega prebivalstva močno ogrožena. Otroci zaradi nevarnosti zračnih napadov in obstreljevanja nimajo zagotovljenega varnega in neprekinjenega dostopa do izobraževanja ter predšolske vzgoje. Posebej izrazita potreba po ustrezno urejenih in opremljenih zakloniščih je v Harkovski oblasti, kjer so izobraževalne in predšolske ustanove zaradi bližine vojnih območij izpostavljene povečanim varnostnim tveganjem. Namen tega javnega naročila je vzpostaviti oziroma obnoviti tri zaklonišča v Harkovski oblasti v Ukrajini, in sicer eno zaklonišče v Osnovni šoli Nadiya v naselju Pisočyn ter dve zaklonišči v vrtcih PEI No. 5 in PEI No. 8 v mestu Lozova. Projekt bo prispeval k izboljšanju varnosti otrok, zaposlenih in lokalnega prebivalstva ter omogočil varnejše izvajanje vzgojno-izobraževalnih dejavnosti tudi v času vojnih razmer. Zaklonišče v Osnovni šoli Nadiya bo po obnovi služilo kot varen izobraževalni prostor za otroke in zaposlene, v primeru nevarnosti pa tudi kot zatočišče za civilno prebivalstvo iz bližnje okolice. Zaklonišči v vrtcih PEI No. 5 in PEI No. 8 v Lozovi bosta namenjeni predvsem otrokom in zaposlenim v obeh predšolskih ustanovah, v izrednih razmerah oziroma po posebnem občinskem režimu dostopa pa tudi drugim uporabnikom iz lokalne skupnosti. V okviru projekta se bodo izvedla gradbena, obrtniška, instalacijska in zaključna dela, potrebna za varno, funkcionalno, sanitarno ustrezno, vključujočo in dostopno uporabo zaklonišč. Dela bodo vključevala obnovo in utrditev obstoječih prostorov, notranjo ureditev, posodobitev električnih, vodovodnih, kanalizacijskih, ogrevalnih, prezračevalnih, razsvetljavnih, požarno-varnostnih in komunikacijskih sistemov ter ureditev dostopa za gibalno ovirane osebe, kjer je to predvideno s projektno dokumentacijo. Naročnik Elektro Ljubljana d.d. vabi ponudnike k predložitvi pisne ponudbe za »Prenova poslovne stavbe DE Novo mesto«. Naročnik bo v skladu s 47. členom Zakona o javnem naročanju (Uradni list RS, št. 91/2015 s spremembami; v nadaljevanju: ZJN-3) izvedel postopek naročila male vrednosti.
