The country has integrated its definition of CE[1] in the draft Socio-Economic Development Strategy (2021-2030) and the Revised Law on Environmental Protection[2] (LEP) 2020, which marks a cornerstone in the inclusion of CE principles in policy frameworks. Following the LEP, Decree 08/2022/ND-CP outlined CE principles and stakeholders’ responsibilities in driving the transition towards CE in Viet Nam. The Master Plan on CE[3], issued by the Prime Minister in July 2022, further highlighted the critical role of CE in paving the way for a green recovery, increasing business’s competitiveness, and delivering on the objectives of the Green Growth National Strategy. To outline strategic directions to promote CE models across key sectors, the National Action Plan on Circular Economy (NAP CE) was issued by the Prime Minister following Decision No. 222/2025/QD-TTg. Currently, UNDP is implementing a Netherlands-supported project entitled Accelerate Circular Economy for Business (ACE-Biz), the aim of which is to contribute to Viet Nam’s low-carbon and circular development, by transforming business, through formulating circular guidelines, delivering capacity-building programmes and fostering technology transfer, and demonstrating the certification scheme to promote exchanges of secondary materials and reusable goods through an online marketplace. To enable you to prepare and submit a bid, please refer to the attached Annexes in the attachment area.. The ILO must receive your offer no later than the deadline specified at the ILO e-Sourcing Platform (Jaggaer). Late offers shall be rejected. You may submit an offer to the ILO provided that your organization is qualified, able, and willing to deliver the goods, works, and/or services specified in this RFQ. Participation in this RFQ indicates acceptance of the Terms and Conditions applicable to ILO Contracts provided as a link in Annex IV. Please note that non-conformity with the Terms and Conditions applicable to ILO Contracts (Annex IV) or the additional contractual conditions stated in section 2.6 can impact the evaluation of an offer. In addition, failure to comply with the requirements of this RFQ and its Annexes may render a bid ineligible for consideration. In accordance with Article 2.2 in Annex I, bidders must upload all components of their offer before the submission deadline through the ILO e-Sourcing platform. Once the submission deadline has expired, the system will block any further upload even if partially completed.
