SYNOPSIS: #N68335-27-R-1002 TEST SET – ELECTRONIC SEQUENCER Naval Air Warfare Center Aircraft Division - VFC-204 Standup Effort At NOLA The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Teledyne Risi, Inc., CAGE: 0EUB8 for the Test Set – Electronic Sequencer hardware components in support of the NAWCAD VFC-204 Standup Effort At NOLA. This order will procure one (1) Electronic Sequencer Test Set. The Electronic Sequencer Test Set eliminates false removal errors for the Navy Aircrew Common Ejection Seats (NACES) ejection sequencer and allows for true failures. This item is used to expand the test tolerance of the TTU-515/E to account for pressure transducer cyclic drift and update the internal electronics to accommodate the fast sequencer. In addition, six percent of the NACES ejection sequencers are currently being rejected during the SDLM servicing and this item will eliminate those failures. Teledyne Risi, Inc., as the Original Equipment Manufacturer (OEM) of the Electronic Sequencer Test Set, is the only source with the requisite knowledge, technical experience, and production-level data to produce these components. The components being procured are integral to the NACES ejection sequencer systems and are critical to maintaining operational readiness. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. NSWC IHD is conducting a market survey to identify sources/vendors capable of supplying the MC91 cartridge satisfying the following requirements: 1. The cartridge needs to meet the criteria specified by WS6061 and WS6052, ADL 2429839, their lower-tier documents, and be compatible with the MK 5 MOD 0 Explosive Bolt (M254), a critical component on the AN/BST-1 Buoy system. The Technical Data Package (TDP) contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.). To receive the TDP, interested vendors must submit a written request accompanied by an approved DD Form 2345 (Military Critical Technical Data Agreement), signed NDA, and active CAGE code. 2. Contractor must be able to stand up a manufacturing line and be able to support the U.S. Government by providing all deliveries within one year of award. 3. Procurement includes production units (QTY 100) as well as all associated destructive test samples required for qualification and acceptance. This procurement includes the manufacture, testing (including nondestructive testing (NDT/radiographic) capabilities), packaging, and delivery of the MC91 Cartridge Assembly. The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) intends to award a sole source purchase order to the University of Pittsburgh – of the Commonwealth System of Higher Education (Medicaid Outcomes Distributed Research Network (MODRN)), 4200 Fith Avenue, Pittsburgh, Pennsylvania 15260-0001 U.S. for the purchase of services for the dissemination and maintenance of a Medicaid quality measure over a 12-month performance period with one additional option period for quality measure maintenance only. The authority for this sole source acquisition is in accordance with FAR Part 12.102(a). The University of Pittsburgh – of the Commonwealth System of Higher Education (Medicaid Outcomes Distributed Research Network (MODRN)) is the only organization capable of executing all Evaluation of Hepatitis B and C (EHBC) dissemination and measure maintenance tasks.
