Development of a Green Investment, Business Models and Financing Strategy for Low-Carbon Municipal Solid Waste Management in Sri Lanka.Sri Lanka faces growing challenges in municipal solid waste management (MSWM), particularly in urban and semi-urban areas. Inefficient waste collection systems, limited infrastructure for segregation and recycling, and unsustainable disposal practices contribute to environmental pollution, public health risks, and significant greenhouse gas (GHG) emissions. Rapid urbanization, population growth, and changing consumption patterns have further strained existing municipal waste management systems, making it increasingly difficult to manage waste in an environmentally and socially sustainable manner. Improving MSWM is critical not only for local environmental quality and public health but also for achieving Sri Lanka’s broader climate and sustainable development goals. The country’s Nationally Determined Contributions (NDCs) include specific targets for reducing GHG emissions from the waste sector, emphasizing the need for integrated, low-carbon, and sustainable solutions. Strengthening local authorities’ capacity to manage municipal solid waste efficiently and sustainably is therefore a national priority. To address these challenges, UNDP Sri Lanka is implementing the project ‘Scale-up and Sustain the Low-Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka,’ in partnership with the Ministry of Public Administration, Provincial Councils and Local Government (MoPAPCLG). The project aims to promote sustainable, low-carbon, and locally appropriate MSWM solutions in selected Local Authorities (LAs). Support for GHLC 2026 Group Project Management, Seed Fund Administration and Documentation

Background The Global Health Learning Centre (GHLC) is a flagship annual programme of WHO WPRO that provides opportunities for mid-level government health officials from eligible countries in the Western Pacific Region to strengthen global health knowledge, leadership capacity, and practical policy implementation skills. The course delivers learning across three interconnected areas: global health knowledge, leadership and management, and policy implementation. GHLC 2026 will run from 8 June to 28 August 2026 as a blended learning journey, from group project preparation, through intensive technical, management and leadership training, to group project implementation and follow-up support. In GHLC 2025, six multi-country teams worked on group projects spanning maternal and child health, communicable diseases, mental health, and noncommunicable diseases. Each team received up to US$ 8,000 in seed funding, was paired with a Regional Office mentor, and was guided through structured review sessions to finalise their implementation plans. A contracted partner provided financial administration and documentation support, ensuring clear accountability across the project cycle. By the close of the programme, all six groups had completed their plans and were cleared for funding disbursement, with pilots running through March 2026. This experience demonstrated that, with the right administrative and mentoring support, GHLC group projects can effectively translate learning into practical, country-level health action. WHO WPRO, through the Capacity and Leadership Strengthening unit of Division of Data, Strategy and Innovation, is engaging a specialised contractor to provide support in group project management, seed fund administration, and knowledge documentation, building on the successful arrangements from GHLC 2025. In this RFI, WHO intends to identify potential suppliers and to gather ideas from industry which will be the base for the subsequent Request for proposal (RFP) for the mentioned services.
