Technical assistance for integrated primary health care services for children 0-6 years of age in Kosovo

The UNICEF Office in Kosovo seeks to engage an international consultancy firm to support Kosovo’s efforts to improve the quality and integration of Primary Health Care services for children. This includes development of standards of care that integrate home visiting and in-facility well-child visits at PHC; development of referral protocols; development of Early Childhood Intervention (ECI) Service Guidelines; preparation of ECI Advocacy Briefs for Kosovo, Montenegro, and North Macedonia; training packages, and a monitoring and evaluation framework. This work will contribute to implementation of the integrated model of care and service delivery pathway for children aged 0–6 years, outlining how services are connected across entry points and providers, including home visiting, facility-based child health services, developmental monitoring, early childhood intervention services, immunization, nutrition, parenting support, and referral mechanisms. The model will define provider roles, coordination arrangements, referral and counter-referral processes, follow up procedures, and monitoring requirements to ensure a coherent and fully integrated primary health care system. This assignment will contribute to the implementation of the Kosovo PHC Action Plan 2024–2026 and the ECI Strategic Document 2025–2030. Additionally, through development of three advocacy briefs and support facilitation of regional exchange initiatives-such as the ECI Technical Network meetings, it will contribute to knowledge sharing and strengthen sub-regional collaboration.

Oxfordshire County Council (OCC) is committed to ensuring representation of adult and child victim-survivors of domestic abuse, including all people with protected characteristics who have lived experience of domestic abuse (DA), are reflected throughout the partnership, strategy, commissioning, and delivery of services. This is a requirement for Councils included in Domestic Abuse Act 2021 Domestic Abuse Act 2021 (legislation.gov.uk) Since 2022, Oxfordshire has commissioned a Lived Experience Advisory Co-ordinator to establish a group of adult victim-survivors (LEAG) to participate in the operation of the Domestic Abuse Strategic Board (and subgroups). They have also participated in the design and delivery of OCC consultations and commissioning arrangements to co-produce the overarching Oxfordshire Domestic Abuse Strategy and Safe Accommodation Strategy. This new contract will provide resource to increase this engagement and ensure inclusion of representatives from children and young people affected by domestic abuse who are regarded as victim survivors within the Domestic Abuse Act legislation.

Connect to Work is the first major element of the recently launched "Get Britain Working" White Paper. Nationally the programme will deliver support to 100,000 disabled people, people with health conditions, and those with complex barriers to get into employment and get on in work. The service, funded by Wirral Borough Council via Grant Funding Agreement with the Department for Work and Pensions, will provide support for 1,537 Wirral residents. This voluntary programme aims to support individuals with a physical or mental health disability (as defined by the Equality Act 2010 or the Social Model of Disability), or those in a specific disadvantaged group who need support to gain and/or maintain employment. Eligible participants will come from two distinct cohorts: 1) Out of work participants with a health condition, disability, or who are experiencing disadvantage and require assistance and support to move into employment; and 2) In work participants who are off sick or struggling in the workplace due to their disability, health condition or disadvantage.
