Cornwall Council is procuring community drug and alcohol services across Cornwall and the Isles of Scilly in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, using the Competitive Process. The procurement is structured into two Lots: Lot 1 (Adults) and Lot 2 (Young People). The services will deliver an integrated, whole-system, community-based model of prevention, treatment and recovery support, operating across diverse urban and rural geographies, including the Isles of Scilly. The overall aim is to reduce alcohol and drug-related harm, improve health and wellbeing, support recovery, and contribute to reductions in drug and alcohol-related deaths and wider inequalities. Lot 1 covers the provision of a comprehensive community drug and alcohol treatment system for adults (18+), including open access services, harm reduction, structured community treatment, criminal justice pathways, housing-related support, support for families and carers, specialist responses for people with complex needs, and recovery-oriented community provision. Lot 2 covers the provision of a specialist community drug and alcohol service for young people (under 18), including targeted prevention and early intervention, open access and Tier 2 support, structured community treatment (Tier 3), transitions to and from Tier 4 services, youth justice pathways, safeguarding responses, and planned transitions to adult services. Both Lots require county-wide delivery using flexible, accessible and peripatetic models, strong partnership working across statutory and voluntary sectors, and alignment with national and local policy and guidance, including NICE guidance, the National Drug Strategy and National Drug Treatment Monitoring System (NDTMS) requirements. London North Eastern Railway Limited (hereinafter LNER) is running this procurement for bulk fuel supplies for its Clayhills Depot in Aberdeen, which supports LNER's operational and engineering activities in the North of Scotland, under the competitive flexible procedure pursuant to sections 19 and 20 of the Procurement Act 2023. The estimated annual volume of product is 6,200,000 litres - Product Specification: Gas Oil to BS EN590 Diesel for use in UK Railway vehicles. Dyed for off road purposes. LNER is a long distance passenger train operator providing intercity services on the East Coast Main Line, connecting London King's Cross with destinations across Yorkshire, the North East and Scotland. LNER has been publicly owned and operated by the Department for Transport's Operator of Last Resort since 24th June 2018 and is a wholly owned subsidiary of DfT Operator Limited (DfTO). LNER operates within a public sector governance framework and works closely with its suppliers to deliver safe, reliable and value for money rail services. DFTO is committed to working closely with all aspects of the rail industry to ensure the continued provision of critical passenger rail services. FPA Consulting Limited (hereinafter referenced as FPA) has been employed by LNER to act as procurement consultant and advisor to LNER for this procurement. In the event of a contract award, the successful Bidder will enter into direct contract with LNER and not FPA. LNER proposes to enter into one contract with the successful Bidder for a 12-month period from 1st November 2026 with contract extension options for a further period of 12, months followed by 12 months giving a maximum potential period of 36 months.

The youth strand of TechFirst, TechYouth, aims to reach 1 million students in schools and colleges across the UK with opportunities to develop their digital skills, gain confidence with AI and insight into a range of potential tech careers. Regional delivery partners will support the programme at a local level, delivering skills building activities and career inspiration days for schools and colleges in the area. They will work in partnership with local industry and academia to achieve this. With the support of Regional Delivery Partners, the TechYouth programme should spark young people's interest in technology and encourage more to pursue digital and computing qualifications at age 14 and 16, both academic and vocational. It will particularly encourage uptake from currently underrepresented groups, including girls and those from socioeconomic disadvantage. These students will form the pipeline of future technology researchers and professionals needed for the sector to achieve its potential growth.
