The Foreign, Commonwealth & Development Office (FCDO) is developing a business case for a seven-year economic governance programme in Pakistan, titled Reforms for Growth in Pakistan (RFG). RFG aims to build on the significant progress on economic reforms achieved over the past three years through predecessor programmes, capitalising on proven ways of working for this long-term agenda. RFG will use agile technical assistance, policy-driven research and economic diplomacy to support reforms to foundational federal and provincial fiscal policies, as well as policies that improve the business environment. It will focus on building institutions, to ensure sustainability after the end of the programme. The purpose of this EME is to seek market feedback and test assumptions during the programme design. This is ODA programme designed to provide agile, flexible and adaptive technical assistance and research support to the federal government, with support to the provincial governments of Khyber Pakhtunkhwa, Punjab and Sindh. The programme will primarily be funded through Resource-DEL (RDEL), with a Capital-DEL (CDEL) component. National Grid hereby informs the market of an upcoming opportunity and to identify suppliers that may be able to supply the works required for the Major Projects Partnership and the Major Projects QUDM it will be called off from. This will include primarily 33 to 132kV Substation Construction, Underground Cabling and Overhead Tower Line Construction and Overhead Wood Pole Line Construction works. ED3 (Electricity Distribution 3) refers to the next five-year electricity distribution price control period (2028-2033), set by Ofgem, which will determine how distribution network operators (DNOs) plan and invest in Britain's electricity system. It is important because it will shape the scale, pace and delivery of network upgrades needed to support growing demand, connect new generation, and enable the transition to low carbon technologies, while ensuring services remain reliable, affordable, and responsive to customer needs. Delivery will involve close collaboration with key partners, who will play a vital role in enabling investment in infrastructure, innovation and network resilience to meet the needs of customers and communities over the coming period. Substation Construction Works under Substation Construction comprise of the following indicative list, specific to working within a live high-voltage (primarily 33 to 132kV) distribution network substation environment, with a typical project estimated between £200,000 and £5million: Procurement and supply chain management Subcontractor management Civil engineering Protection and control systems installation, configuration and commissioning Mechanical and electrical installation, testing and commissioning An indicative list of work types is as follows: New Build AIS/GIS AIS/GIS Substation Extension Major AIS/GIS Substation Asset Replacement Operators may be required to procure products that are to be selected from a list of suppliers that has been pre-approved by National Grid, to accept free-issue equipment and services

Should this requirement proceed to tender, LEX is considering splitting the contract into 2 LOTs of: - LOT 1: End to end HR information system - LOT 2: Time and Attendance system Should the contract be tendered by LEX, suppliers would be invited to apply for one or both LOTs. The system(s) would need to be provided by either one single supplier; or hold interoperability with the appointed supplier of the other LOT. LEX wishes to partner with a supplier and will potentially offer a contract of up to 10 years consisting of an initial 4-year contract with 2 extension options of 3 years per extension option. The estimated value of the contract consists of initial set-up costings over the first 1 to 2 years with ongoing maintenance costs for the duration of the maximum 10 years. Potential suppliers are invited to a virtual one-to-one meeting to discuss your system and offering for one or both of the potential LOTs. These one-to-one meetings are to be pre-booked and will be allocated on a first-come, first-served basis. Meetings will last for 1 hour and are available between 9am and 4pm on Wednesday 1st July 2026 and between 9am and 4pm on Friday 3rd July 2026. Potential suppliers are requested to e-mail procurement@lexliverpool.com with preferred date(s)/time(s) to reserve a time slot. Your time slot will only be confirmed by return of e-mail. The deadline to request a time slot is 12pm on Monday 29th June 2026. LEX may utilise the feedback in the development of a Specification which will form part of any future tender exercise. It is not a mandatory requirement to participate in this engagement exercise. However, it is hugely helpful to LEX if suppliers can participate in order to assist LEX in the shaping of any planned tender process.

Both those contracted services cover and provide Development and Level 3 Support to the Atlas Caseworking platform, a containerised Open-source Java microservice application deployed into AWS, which orchestrates workflow following Business Process Management processes, triggered by events, using agile release trains which group microservices for release. This procurement is expected to be conducted through a GCA framework. In addition to re-procuring these services, the objective of Atlas & Immigration Caseworking is to evolve and enhance the overall immigration caseworking operating model, with a greater emphasis on supplier accountability, collaboration, and strategic partnership.
