This document approves the award of a modification to a Firm Fixed Price (FFP) Task Order (TO) Under contract FA251720D0004 under the Front Range Multiple Award Construction Contract (FRMACC) Indefinite Delivery Indefinite Quantity (IDIQ). The current TO FA251725F0154 is to provide HVAC work at Building 1142 (Project TDKA 10-1128). The intended action is to modify the current TO and include roof and lighting work for B1142. The justification is to award a modification to aforementioned on-going TO as it is in the interest of efficiency and economy. It is economically sound due to heavy equipment rentals/laborers/etc. that are already scheduled to be on site, alleviating additional mobilization and demobilization costs for a potentially different contractor if competed and awarded other than sole-source. This new requirement for roof replacement, lighting replacement, and interior finishes repair directly overlaps with ongoing work in the facility being performed by the current contractor. The Contractor is familiar with the facility, is in direct control of the construction schedule of HVAC replacement scope already awarded, and can execute the additional scope identified at a lower cost and shorter timeframe than other FRMACC contractors due to the efficiency of de-conflicting overlapping scopes. Positive impacts include assurance of proper sequencing of integrated work to avoid duplication of efforts and costs, elimination of warranty conflicts between contracts, and reduction of mission impact to execute consolidated scope in tandem in lieu of extended, multiple efforts displacing the mission owner on multiple occasions. Examples of overlapping scope with potential for duplicated costs and time include rooftop unit and associated curb placement/detailing on roof, roof-mounted utilities impacted by roof replacement, lighting and interior HVAC rework in tandem with ceiling replacement. The 633rd Contracting Squadron (CONS) hereby issues this Request for Quote (RFQ) for commercial items prepared in accordance with (IAW) the format in FAR 12.201-1(a), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. In accordance with FAR 5.101(c)(4), all responsible vendors meeting the specifications listed in this RFQ are invited to submit a quotation, bid, or proposal, which will be fully considered by the agency. This requirement is for a secure, self-contained, high-quality offsite venue situated outside of the immediate National Capital Region (NCR) to host approximately 40 senior military and civilian leaders (Brigadier Generals, Colonels, GG-15 civilians, and Senior Enlisted Leaders) for a multi-day strategic planning session. The primary objective is to secure a distraction-free operational environment, away from the daily operational tempo of the NCR, to facilitate critical, long-range strategic alignment, innovation, and leadership cohesion.
