Bridge 207 & 208 MSL Replacement of bridges

This RFT is issued by KiwiRail through its Infrastructure business operation for the purpose of procuring a suitably qualified and experienced contractor to carry out the physical works to replace Bridge 207 & 208 Main South Line with a new weathering steel ballast track through bridge. Bridge 207 MSL is located at chainage 352+759 on Main South Line (MSL), near Waitati (North of Dunedin) and spans over a stream (historic channel of the Waitati River) that enters Blueskin Bay. The existing bridge is a three span steel girder structure. Bridge 208 MSL is located at chainage 352+901 on the MSL and spans over the mouth of the Waitati River where it enters Blueskin Bay. The existing bridge is a five span steel girder structure. KiwiRail have assessed all the current engineering projects and have prioritised bridge structures within the network needing action to minimise the risk of disruption to services across the network. Bridges 207MSL + 208MSL have been identified as bridges requiring a rapid response. The services required under this RFT include, but are not limited to the following: • General works such as traffic management, temporary site access and reinstatement of site after all the works have been completed • Diversion of existing services • Supply of all necessary materials including bridge spans • Replacement of the bridges Full details of the requirements of the RFT are detailed in the various documents attcahed to the RFT

Rosedale Upgrade Programme Solids Stream Upgrade (THP)

The opportunity: The Rosedale Solids Stream Upgrade (RSSU) is a strategic investment within Watercare’s $13.8bn ten-year capital programme. Following balance sheet separation from Auckland Council, Watercare is transitioning to a programmatic delivery model that prioritises long-term market partnerships and collaborative de-risking. The RSSU is the cornerstone of the Rosedale Upgrade Programme (RUP). The primary objective is the integration of a Thermal Hydrolysis Plant (THP) to enhance sludge treatment capacity, improve biogas yield, and reduce biosolid volumes. What we need: Watercare is seeking a Design and Construct (D&C) Contractor to deliver the Rosedale Solids Stream Upgrade (RSSU). This project is a critical component of the broader Rosedale Upgrade Programme (RUP) and is centred on the integration of a Thermal Hydrolysis Plant (THP). The successful contractor must demonstrate the capability to: • Integrate complex THP technology into a live, brownfield wastewater treatment plant environment. • Deploy a Tier-1 project team with a proven track record in collaborative delivery and a "best for project" mindset. • Collaborate within an Early Contractor Involvement (ECI) framework to de-risk the project and refine the Target Contract Price. • Manage highly technical interfaces between Watercare-procured equipment, existing site assets, and new infrastructure. The procurement will transition from this Registration of Interest (ROI) phase into an 11-week interactive RFP phase with up to three selected participants. Watercare intends to transition to an ECI Phase with the successful Participant, expected to be completed by April 2027. The delivery of the project will be governed by an incentivised Blended Target Cost D&C contract using the NZS 3916:2025 form.

Little Wanganui Bridge is situated on the Karamea Highway, Special Purpose Road, which is a key arterial route from Westport through to the Karamea township in the Buller region. This RFT is a measure and value contract for the deck replacement and upgrade of edge protection to the Little Wanganui Bridge. The designed deck replacement utilises a staged installation of NiuDeck panels including surfacing, holing, recessing, supply and installation of fixings and packers and re-fixing of prescribed utilities currently attached to both upstream and downstream sides of the bridge. Work includes a new W-beam guardrail system on bridge and approaches. Temporary Traffic control and the use of night time road closures are specified as there is no alternative route available.

This EOI is Stage 1 of a two-stage procurement process to shortlist respondents for a subsequent Request for Proposal (RFP). Council is seeking market interest in two complementary delivery approaches: 1. Integrated Professional Services (Preconstruction) Delivery of all preconstruction activities through a single coordinated team. Construction Phase 1 currently focuses on the corridor between Campion Road and Dalrymple Road, consistent with the staged delivery approach endorsed by Council. This includes the development of four consultation-ready design scenarios and the evaluation of options within the confirmed corridor. 2. Kiribati Health Sector Support Programme

The Ministry of Foreign Affairs and Trade is planning to procure one or more suppliers to design and implement an international development programme to improve the quality, coverage, and inclusivity of health services in Kiribati. MFAT is looking to contract the same supplier/s to deliver a design inception phase (including an option analysis) detailed design and implementation. There will be two stop/go clause’s one between the design inception phase and detailed design phase and the second between the detailed design phase and implementation. The proposed Kiribati–New Zealand Health Sector Support Programme will be a strategic investment of approximately NZ$20 million over six years (2026–2032). The programme will have a primary focus on reproductive, maternal, newborn, child and adolescent health (RMNCAH) and the prevention and management of non communicable diseases (NCDs). CON00003537-2026 2 Brooklyn Road – Asbestos Encapsulation / Building Renewal RFT

Asbestos has been identified at 2 Brooklyn Road, Claudelands, Hamilton. An Asbestos Management Plan and Asbestos Register for the site were prepared by Virotech on 11 March 2026 and provides recommended treatment for asbestos areas of the building. The intent is to encapsulate roof and ceiling to extend the life of the asset ahead of any plans for the building and to ensure safe working conditions. There is a single level office fronting Brooklyn Road which is to be demolished as part of this tender, as well as removal of asbestos vinyl in the staff room and toilet areas and instillation of new flooring alongside new cladding and affected windows. Most of the works require a licensed asbestos removal company with a good track record in asbestos encapsulation; however qualified building works are also important. Note that phasing of works could be preferrable as cleaning of moss and dirt from the super six roof is required first followed by encapsulation. All contractors undertaking works at the site must comply with these documents to ensure legal and safe management of asbestos risks. Key to the success of this project is working alongside the tenants to undertake the works while ensuring their safety and continued business operation. To confirm the Respondent’s ability to meet these obligations, evidence of their proposed approach to asbestos compliance is required as part of this tender.

As part of this project, it has been identified that the existing HVAC & Heat Recovery (HR) system requires some refurbishment to ensure continued performance and provide a comfortable environment for the facilities users. The proposed Main Hall & Dive Pool HR system will provide operational energy, cost and emissions reductions compared to current operations. Continuity of service is essential to the Moana Pool. • The associated works will need to be staged and closely coordinated with the pool staff and the Facility Events Schedule. • The pool will need to remain open during normal operational hours 5:30am to 9:30pm. • This may require some temporary ventilation when individual HVAC systems are down.

Ministry for Primary Industries (MPI) workforce operates across a wide range of functions including agriculture, biosecurity, fisheries, food, and forestry. To ensure the safety of employees and others where MPI work is undertaken, individuals in safety sensitive roles are required to undergo drug and alcohol testing. Given the diversity and geographical spread of MPI’s operations, drug and alcohol testing must be available at many MPI sites across New Zealand. The objective of this procurement is to secure a supplier capable of delivering comprehensive drug and alcohol testing services to MPI staff nationwide. The supplier must provide, at minimum, the following: • Onsite pre-employment drug and alcohol testing for safety sensitive roles • Nationwide coverage • 24/7, 365 days per year, on call testing • IANZ, ISO, and AS/NZ compliant testing • Reasonable cause, post incident and accident testing • Provide alcohol breath testing and drug testing using both urine and oral fluid samples that support our required testing regimes. • Testing panels must include at minimum the following substances: Amphetamines, Sedatives, Benzodiazepines, Barbiturates, Cannabis, Cocaine, Methamphetamine, Opiates and Opioids, Synthetic Cannabis and Fentanyl. • Provide expert technical advice • Provide a secure, real-time, online booking and results reporting system. • Provide full chain of custody management across the entire testing process • Deliver initial screening results within 20 minutes, with any positive initial screening results to be laboratory confirmed within 48 hours of the initial test. • Removal and safe disposal of all medical and non-medical waste

The Department of Internal Affairs (DIA) is publishing a Request for Information (RFI) to understand the capability of potential suppliers to deliver in‑person citizenship testing services on behalf of the Department, and to gain insight into the costs and commercial models associated with delivering such services. The testing services should include: • Managing bookings and scheduling for citizenship applicants. • Administering tests in a digital format. • Support for DIA’s identity verification of the test taker. • Ensuring safeguards are in place to prevent cheating or unauthorised assistance. • Capability to transmit results securely to DIA via API‑based integration, using a DIA‑provided endpoint. DIA is particularly interested in suppliers who can support in-person testing throughout New Zealand, operate year-round, and accommodate variable demand. Suppliers will also be expected to demonstrate how their services can support applicants with diverse accessibility needs, including physical access requirements and other reasonable accommodations, while maintaining the integrity and assurance of the testing process. Please confirm your intent to respond to this Request For Information using the GETS Question and Answer function before 14th May 5PM (NZST).
