NAVAL AIR SYSTEMS COMMAND

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a modification under N00019-18-C-1012 to The Boeing Company (Boeing) for the negotiation and award of the procurement for tools and training in support of the Cross Domain Solution (CDS) Raise-The-Bar (RTB) version 5.1 certification requirements for the MQ-25A Program. For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10.U.S.C. 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy agency requirements." Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required for the procurement. Boeing is the only source with the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ-25 program. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Jet Propulsion Laboratory (JPL) is seeking information from qualified vendors regarding their capability to contribute to the advancement and development of spacecraft and payload/instrument guidance, navigation, and control (GNC) architectures, designs, algorithms, simulations, flight software implementations, performance validation, and on-orbit commissioning and operations in support of the Control Analysis domain . The Guidance and Control Section is an integral part of the design and operation of some of the world’s most advanced spacecraft, aircraft, and robotic systems used for planetary and deep space exploration. The section is responsible for systems engineering, design and analysis, hardware development and procurement, testing, and operational support across G&C disciplines for planetary, lunar, deep-space, Earth orbiting, and astrophysics missions. The section also leads cutting edge research in autonomous guidance, navigation, and control systems, including precision and safe landing, space rendezvous, proximity operations and docking, precision pointing, controlled optics, vision based terrain-relative navigation, planetary aerial vehicles, formation flying, and other mission enabling technologies. Credentialing Management Services Request for Information

SECURITY TECHNOLOGY

I. Introduction The Transportation Security Administration (TSA), an operational component of the Department of Homeland Security (DHS), protects the nation’s transportation systems with the mission of ensuring freedom of movement for people and commerce. TSA’s Enrollment Services and Vetting Programs (ESVP) requires Credential Management Support (CMS) that will focus on technical expertise for credentials issued using the TSA’s Security Threat Assessment (STA). The technical support will focus on, but is not limited to, the efficiency and effectiveness of the Transportation Worker Identification Credential (TWIC ) program and specifically address supporting the credential production, issuance, and reliability testing of a derived (digital or physical) credential. The support contract will further focus on smart card technology, physical and logical access control systems, including fixed and mobile biometric/credential readers, credential security features, smart card data models and specifications, credential diagnostics and evaluation, certificate authorities and encryption, enrollment services, identity verification, and authentication technology standards. Furthermore, it will explore capabilities, identifying anomalies, and vulnerabilities to the program. The TSA seeks to gain knowledge of market capabilities, identify qualified vendors, and better develop an acquisition strategy and is seeking input from industry regarding an upcoming requirement for credentialing and management support. The TSA anticipates that the period of performance for this requirement will be for a total of five (5) years consisting of one (1) base year and four (4) option years. The anticipated award date is FY26 Q4. II.
