Caerphilly County Borough Council is undertaking this preliminary market engagement exercise in accordance with section 16 of the Procurement Act 2023. The purpose of this engagement is to test market capability and appetite for the supply of narrow chassis, rear steer refuse collection vehicles (RCVs), and specifically to understand whether more than one supplier is capable of delivering vehicles that meet the Council’s operational requirements. The Council’s requirement includes a maximum chassis width of 2.25 meters and a 6x2 rear steer configuration due to local access constraints. The outcome of this engagement will inform the Council’s procurement strategy and route to market for a future contract, which may include (but is not limited to) a framework call‑off, open procedure, or competitive flexible procedure.

Lambeth Council is seeking a partner to provide reabling home care workers for its integrated reablement service. Reabling home care workers will work alongside clinical staff from Guy’s and St Thomas’ NHS Foundation Trust and social workers and assessors from Lambeth Council to provide short term support to people following a period of ill-health or hospital admission to rebuild their independence. Contract value is based on an hourly rate for support delivered, with an indicative volume of 28,500 hours per year. The successful provider will maintain a presence at the Intermediate Care Lambeth base at Ackerman Health Centre, Patmos Road, SW9 6AF and will attend regular multidisciplinary team meetings. The service operates across the full geographical extent of the London Borough of Lambeth. Please note the contract opportunity offered is for five years, with the option of two 1-year extensions. Contract value for 5 years is £3,400,000 excluding VAT and if all extensions utilised £4,760,000 excluding VAT.

The Network is being developed as part of the support offer for Neighbourhood Boards and community leaders (as the end customer/user), aiming to build lasting community capacity and support inclusive, locally-led change. The Network aims will be to: - Provide Neighbourhood Boards with access to bespoke advice and guidance to support community-led regeneration - Enable strong community leadership, facilitating identification of current and future leaders, and equipping them with the skills, tools and confidence to drive change through inclusive engagement and effective community organising - Support peer learning and share good practice, including through events and a new digital platform MHCLG requires a supplier to create and manage the Network, delivering a flexible programme of support and peer learning opportunities for Pride in Place Programme (PiPP) areas. The contract is anticipated to be for an estimated value of £12.03M excl. VAT over an initial period of 3 years, with possible MHCLG extension options of up to 2 further years (subject to need and funding). We anticipate this will include a coherent package and 'one stop shop' for PiPP places to access support. Please note that the estimated procurement and contract dates, and the estimated contract value, have been updated and now supersede those set out in the earlier UK2 Preliminary Market Engagement Notice. All timings and values remain indicative.

Project Background Following the sale of surplus land within the British Embassy Tokyo compound, FCDO is delivering a multi year phased refurbishment of the retained estate. The programme is designed to modernise the Embassy campus, address life expired infrastructure, improve security, sustainability and accessibility, and support the UK’s diplomatic objectives in Japan. The overall programme consists of three phases: • Phase 1 (Under Contract): Refurbishment and fit out of entrance and gatehouses, main office building, repurposed garages and FM suite (Block E), and seismic strengthening to retaining walls. • Phase 2 (Estimated contract value £15-20 million): Chancery Building extension and refurbishment. • Phase 3 (Estimated contract value £15-20 million): Ambassador’s Residence refurbishment, multi purpose facilities including plant, storage and parking, and site wide streetscape and landscaping (Block Z). This PME relates only to Phases 2 and 3. Scope of Future Phases Phase 2 – Chancery Building The anticipated scope includes: • Extension, remodelling and full refurbishment of the Chancery Building; • Replacement of mechanical and electrical systems; • Building fabric upgrades and internal fit out; • Accessibility and sustainability enhancements; • Associated landscaping works; • Contractor input to develop designs from RIBA Stage 3 through to RIBA Stage 4 (or Japanese equivalent), prior to construction. Phase 3 – Estate and Residential Works The anticipated scope includes: • Refurbishment of the Ambassador’s Residence; • Construction or refurbishment of a multi purpose building accommodating storage, plant and parking facilities; • Site wide streetscape improvements and landscaping; • Continued operation within a live diplomatic estate. Phasing and Packaging Considerations The Authority is currently considering a number of potential approaches to the packaging and sequencing of Phases 2 and 3.
