This is an informational posting only. It does not change or alter the terms, conditions, or specifications of current contracts. USACE is actively reviewing, identifying, and modifying current contracts which may not already include the CMP Specification. Reach out to your assigned Contracting Officer or Contracting Office Representative with any contract-specific questions. Specification Changes RMS Specification: Governs until the official transition date and the relevant contract modification’s effective date for CMP deployment on that contract. The Defense Health Agency Contracting Activity (DHACA) on behalf of the Walter Reed Army Institute of Research (WRAIR), intends to negotiate on a sole source basis in accordance with FAR 6.302 with vendor Lampire Biological Labs, Inc., 3599 Farm School Rd, Ottsville, PA 18942-1536 The contractor shall supply 48 units (50ml per bottle equals one unit) of defibrinated rabbit blood per period of performance, base year plus four (one-year) option periods. Each unit shall have a lot number and associated product data sheet. Product shall be packaged to protect from damage during shipping, prevent leaks or spillage, comply with appropriate shipping regulations, and maintain temperature of 2-8 degrees Celsius upon arrival at destination.

This notice provides the Justification for Other Than Full and Open Competition (JOFOC) supporting the sole-source award for Earth science data observations and SLI Commercialization project formulation support services, including commercial Earth observation vendor engagement, product requirements development, certification workflow support, calibration and validation planning, and technical strategy support for the Sustainable Land Imaging-Framework for Unified Land Surface Imaging Operation and Integration (SLI Commercialization project). The required period of performance is September 25, 2026, through September 24, 2027. NASA/GSFC has awarded Contract 80HQTR26C0010 to EarthDaily Analytics USA, Inc. under the authority of 10 U.S.C. 2304(a)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.” EarthDaily is the only responsible source capable of performing the requirements of this action because the SLI Commercialization project formulation effort requires a highly specialized and uniquely qualified provider with proven, mission-specific commercial Earth observation expertise.
