This is not a traditional or rigid security contract. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. East Riding of Yorkshire Council will be holding a Market Engagement event to commission home care, reablement, and associated services from April 2027. This will replace and redesign existing arrangements to ensure a sustainable, high-quality and outcome-focused system of care. East Riding of Yorkshire Council has a statutory duty, under the Care Act 2014, to provide home care services for residents with assessed eligible needs, in order to enable them to remain safe and independent in their own homes for longer, reducing or delaying the need for more formal health and social care services. This procurement is required to ensure the Council can continue to meet these statutory responsibilities while addressing increasing demand, market pressures and system inefficiencies. The procurement will establish a contract for the delivery of home care services, reablement, recovery-focused support, hospital discharge, crisis response services, and care delivery within extra care housing schemes. The aim is to deliver a sustainable and high-performing local home care market while improving the timeliness of access to care, including support for hospital discharge. A key objective is to move away from traditional time-and-task care models towards a more outcomes-based approach. The Council also intends to strengthen integration between health, social care, and community services, and to reduce reliance on long-term care through more effective use of reablement. In addition, the procurement will enhance provider accountability, quality, and performance management, while ensuring value for money and overall financial sustainability. The Council intends to introduce a neighbourhood-based service model. This will consist of a Lead Provider in each locality, responsible for delivering a significant proportion of care, supported by a small number of additional locality providers to maintain capacity and diversity within the market. Supplier Managed Inventory - Chlorine Tablets

The purpose of the contract is to ensure a resilient and prioritised supply of chlorine disinfectant combination tablets with detergent 1.7g NaDCC in the event of a national pandemic or public health emergency. As part of this arrangement, the supplier will be required to hold sufficient raw materials (NaDCC) and packaging components to enable production of the volume of additional stockholding for the Authority at 22,723,800 chlorine tablets (“materials”). The arrangement operates independently of the Authority’s existing Chlorine Framework [2024/S 000-039165] and must ensure timely delivery continuity in the event of a national pandemic or public health emergency conditions, including those resulting in UK border closures (“emergency conditions”). Indicative Requirement 1. Direct Agreement with a Supplier The Authority intends to enter into a direct contractual agreement with a chlorine tablet supplier. To be considered, a supplier must: • Own and operate the production machinery used to manufacture the tablets; • Be able to produce and supply chlorine tablets at scale and on demand; • The supplier must demonstrate the ability to deliver orders reliably and without delay on a weekly basis to locations within the UK in emergency conditions, including when UK borders may be closed. 2. Emergency Stockholding Requirements As part of the arrangement, • The supplier would be required to hold and maintain stock of raw materials (specifically including NaDCC – Sodium Dichloroisocyanurate) and all necessary packaging components; • Stock must be held specifically for the Authority, clearly designated for its use in the emergency conditions; • The volume of additional stockholding for the Authority is 22,723,800. • All stock must be held physically at the suppliers own controlled facility; • Materials must not be in transit, at unaffiliated third-party warehouses, or held under consignment arrangements; and • The supplier must retain full ownership and control over these mat

The works will take place within the University's Birmingham Health Innovation Campus. Regional delivery partners will support the programme at a local level, delivering skills building activities and career inspiration days for schools and colleges in the area. They will work in partnership with local industry and academia to achieve this.
