The Greater London Authority (GLA) is undertaking preliminary market engagement in advance of a potential procurement for support and management services associated with the RE:FIT 5 Framework (2026-2030), specifically for delivery outside London. RE:FIT is a long-established public sector decarbonisation framework. Since 2016, it has supported the delivery of: - £576m of investment in decarbonisation/energy efficient projects. - £35m annual savings to public sector organisations and - 654,700 tonnes of carbon reduction per year RE:FIT 5 represents the next phase in scaling delivery nationally and accelerating decarbonisation across public sector estates with an estimated value of £1 billion. This engagement seeks to: - Assess the viability and attractiveness of a concession-based delivery model for the management of the framework outside London. - Understand market capacity, capability and expertise to deliver national technical, commercial and procurement support services to framework users, specifically for each and all of the defined RE:FIT 5 delivery stages: - The Investment Grade Proposal Stage - Works Delivery Stage - Measurement and Verification Stage - Maintenance Stage and - Alternative/Off-balance sheet financing Stage. - Gather insights on delivery models, risks, innovation opportunities challenges within the supply chain - Inform the commercial and procurement approach. ANTICIPATED SCOPE OF SERVICES The GLA is seeking feedback on services that may include: - Framework management and governance - End-to-end support to framework users, including procurement, commercial and technical advisory services across the REFIT lifecycle. - National market engagement and pipeline development - Data management, reporting and performance monitoring - Operational support and administration The GLA is exploring a concession-based delivery model, under which: - Services are delivered at no direct cost to the GLA and may deliver revenue to the GLA. - The provider generate
Preliminary Market Engagement for Supported Accommodation Security And Concierge Services Framework
Cardiff Council
Cardiff Council is releasing a tender for the provision of Security and Concierge Services to be provided across fourteen of their supported accommodation sites. The allocation is approximately £3,700,000 over the full duration of contract. The Framework is for a period of 1 year with the option to extend for 12 months. All of the supported accommodation sites are across Cardiff, including single and family accommodation, managed properties and a specialist young person’s model. This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. The Contracting Authority does envisage that the employees working on the current service shall transfer to the successful Tenderer or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) ("TUPE"). Tenderers are advised to form their own view as to the extent of the application of TUPE and the costs associated with this. The Contracting Authority reserves the right to ask Tenderers to confirm their approach to TUPE transfers and how any associated costs have been addressed in their Tender. TechFirst is the Government’s flagship digital and technology skills programme, created to remove skills as a barrier to growth in the sector. The sector relies on specialist digital and STEM skills, but there is a clear gap between demand and supply. This programme aims to build the sustainability and diversity of the tech talent pipeline, creating the foundations for long-term growth in one of the Government's 8 growth-driving sectors. The youth strand of TechFirst, TechYouth, aims to reach 1 million students in schools and colleges across the UK with opportunities to develop their digital skills, gain confidence with AI and insight into a range of potential tech careers. Regional delivery partners will support the programme at a local level, delivering skills building activities and career inspiration days for schools and colleges in the area. They will work in partnership with local industry and academia to achieve this. With the support of Regional Delivery Partners, the TechYouth programme should spark young people's interest in technology and encourage more to pursue digital and computing qualifications at age 14 and 16, both academic and vocational. It will particularly encourage uptake from currently underrepresented groups, including girls and those from socioeconomic disadvantage. These students will form the pipeline of future technology researchers and professionals needed for the sector to achieve its potential growth.
