Technical Assistance for the Development and Implementation of Standardized Barangay Health Worker Training for Integrated NCD Care

The World Health Organization (WHO) is seeking a qualified and competent institution or organization to provide technical assistance for the development, validation, and implementation of a standardized competency-based training package for Barangay Health Workers (BHWs) on integrated noncommunicable disease (NCD) prevention and control at the primary care and community levels. This initiative will support the implementation of the Healthy Hearts Programme Plus (HHP+) and Proteksyon Para sa Altapresyon (PPA) in alignment with the Philippine Package of Essential Noncommunicable Disease Interventions (PhilPEN) 2025, WHO HEARTS technical guidance, and broader national efforts toward Universal Health Care (UHC). The Philippines continues to face a growing burden of noncommunicable diseases, particularly cardiovascular diseases and diabetes, which remain among the leading causes of morbidity and mortality nationwide. While substantial progress has been made in strengthening facility-based NCD services through PhilPEN implementation and capacity-building of physicians and programme managers, achieving sustained population-level impact requires stronger community-based interventions and improved continuity of care. Barangay Health Workers serve as a critical bridge between households and the health system and play an essential role in risk identification, screening, health promotion, treatment adherence support, follow-up, and referral facilitation within primary care systems. Current implementation experience indicates variability in BHW competencies and training approaches across local government units, with existing training often focused on isolated technical tasks rather than integrated, person-centred NCD service delivery. Inconsistent training materials and limited standardization in practical competencies may constrain the effectiveness, quality, and scalability of community-based NCD programmes. The General Union of Chambers of Commerce, Industry and Agriculture in Libya (GLUCC) was established in 1976 as a private-sector institution supporting trade, industry and agriculture and representing the interests of affiliated chambers and businesses within the national policy framework. The GLUCC Strategic Plan 2026-2028, developed with ACTEMP/ILO support, identifies strengthening Corporate Governance and institutional Capacity Building as priority one/ first strategic direction. Priority one aims to address weaknesses related to organizational structure, policies, procedures and human and institutional capacity building within GLUCC, where governance ensures enhanced transparency, accountability and efficiency in performance, while capacity building ensures that GLUCC has qualified and trained human resources capable of executing tasks and achieving objectives. Specifically, the first strategic direction prioritizes three objectives:  Developing a clear organizational structure and functions with specific powers and responsibilities;  Developing and implementing standard working policies and procedures and an approved documentary cycle;  Building and developing the institutional and human capacity of GLUCC and chamber staff. These ToRs are grounded in the ILO ACTEMP Effective Employers' and Business Membership Organizations: Good Governance guides and the ILO Human Resource Management manual for EBMOs, specifically Tool 1 on HRM fundamentals and Tool 2 on staffing and recruitment. Governance is treated as the system of structures, rules, values and processes through which GLUCC assures accountability, transparency, responsiveness, participation and compliance. Internal capacity is treated as the practical alignment of people, roles, competencies, procedures and management controls with GLUCC's strategic mandate.

Cher soumissionnaire, Le Bureau international du travail (ci-après dénommé « OIT ») a le plaisir d'inviter votre entreprise à soumettre une offre pour cette demande de devis. Pour vous permettre de préparer et de soumettre une offre, veuillez vous reporter aux annexes jointes dans la zone des pièces jointes. L'OIT doit recevoir votre offre au plus tard à la date limite indiquée sur la plateforme d'approvisionnement électronique de l'OIT (Jaggaer). Les offres tardives seront rejetées. Vous pouvez soumettre une offre à l'OIT à condition que votre organisation soit qualifiée, capable et disposée à fournir les biens, travaux et/ou services spécifiés dans la présente demande de devis. La participation à la présente demande de devis implique l'acceptation des conditions générales applicables aux contrats de l'OIT, dont le lien figure à l'annexe IV.
