The Community Equipment Service loans a variety of disability related equipment to children and adults across all 12 areas in Lancashire plus the two unitary authorities. The equipment helps people to maintain and maximise their independence, enable them and their carers to be safely supported and improve their quality of life. The provision of equipment makes a significant contribution to promoting independence, facilitating hospital discharge and avoiding admission to hospital or care homes. LCC is procuring a single provider framework agreement between LCC and the Supplier. The following entities may enter into a Call-off Contract independently or jointly with another entity with the Supplier via the Framework Agreement: • Lancashire County Council • Lancashire and South Cumbria NHS Integrated Care Board • Blackburn with Darwen Council The term of the Light Touch Framework Agreement will be four (4) years. The anticipated Commencement Date is 14 December 2026. Each call-off contract will have a maximum duration of up to five (5) years, which may comprise an initial term and extensions, provided that the total call-off contract term does not exceed five years. Hampshire Day Opportunities Framework (HDOF)

The current Hampshire Disabilities Day Opportunities Model (HDDOM) was developed by Hampshire County Council to address growing and evolving needs in adult social care, particularly for people with disabilities and adults who required structured daytime support. It was also developed to better safeguard, contract manage and review finances. The service has entered its final extension period and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from HDDOM and will be named Hampshire Day Opportunities Framework (HDOF) and will be aligned with the Care Act 2014, aiming to meet eligible care needs by offering meaningful daytime activities that promote wellbeing, independence, and social inclusion. HDOF will be designed to provide daytime activities and support for adults with learning disabilities, physical disabilities, older adults and people with mental health needs. The model includes: • Traditional day care centres • Vocational training • Community-based services • Specialist services for complex needs The need for these service exists because of the following factors: Support for Independent Living: • Offers structured environments that promote independence, skill-building, and social engagement. • Some individuals with disabilities or age-related conditions cannot safely remain at home alone during the day. Carer Respite: • Provides respite for family carers, especially older carers or those who need to work during the day Preventative Care: • By offering meaningful daytime activities, it will help to prevent deterioration in mental and physical health, reducing the need for more intensive interventions later. • Users report high satisfaction, with many describing the services as enjoyable and beneficial to their wellbeing. • The service also aims to support the Public Health agenda through a range of educational and occupational activity.

The Ministry of Defence (MOD) has a requirement to maintain a transportable X-Ray Cabin capability, for use by the Non-Destructive Testing [NDT] Teams of 71(IR) Sqn and 1710 NAS. Therefore, there is a requirement to procure a Servicing/Maintenance and call-out Repair capability for the X-Ray cabins, by the Air Commodities Delivery Team [ACDT], which is part of the Defence Equipment and Support (DE&S) of the MOD. The requirement is for the in-service support of nine transportable Radiographic Exposure (X-Ray) Cabins. This will include the on-site repair and annual servicing of the X-Ray cabins, including the provision of an annual Electrical Installation Report [to comply with electrical safety regulations BS 7671], the annual I-beam [max 100kg] inspection [in accordance with Lifting Operations and Lifting Equipment Regulations 1998 (LOLER)] Report, and an annual Structural Assessment Report.

This includes gathering site-level data from Local Planning Authorities or third-party sources, enriching it with additional intelligence on development progress, and maintaining accurate records throughout the lifecycle of each site-from application through to construction and completion. A key requirement is the provision of multiple data outputs, including an initial full dataset, monthly updates capturing changes and new entries, quarterly analytical reports, and historical datasets extending as far back as possible. The supplier must also provide API access to enable continuous data updates and integration with the Authority's systems, alongside supporting documentation such as a detailed data glossary and metadata definitions. Additionally, the supplier must support ad hoc analytical queries to meet urgent policy or ministerial needs. Suppliers must ensure that all data provided is accurate, validated, and fit for purpose, with clearly documented methodologies and consistent application of definitions. The Ministry of Defence (MOD) relies on a diverse and often legacy set of physical security technologies—including access control systems, CCTV, intrusion detection, and perimeter security solutions—to protect personnel, infrastructure, and sensitive assets across a wide and geographically dispersed estate. The current technology landscape is fragmented, with a variety of systems installed over time without consistent standards, interoperability, or integration. This fragmentation creates several critical issues: • Limited interoperability and integration: Existing systems typically operate in isolation, preventing real-time data sharing and a unified operational view of security across sites. This reduces situational awareness and slows decision-making during incidents. • Reliance on legacy infrastructure: Many systems are outdated, difficult to maintain or upgrade, increasing operational risk and lifecycle costs while reducing resilience against evolving threats. • Inconsistent capability across the estate: Variation in technology deployment results in uneven levels of protection • Inefficient use of personnel: Limited automation and integration places significant reliance on workforce-intensive processes, reducing efficiency and increasing the burden on already stretched security personnel. • Data underutilisation: Security data is collected but not effectively aggregated or analysed, limiting the MOD’s ability to derive insights, predict threats, and optimise resource allocation. As threats become more complex, hybrid, and technologically advanced, the current physical security technology solution is not adequately positioned to deliver a coherent, scalable, and future-ready defence posture.
