The service aims to provide access to safe, suitable accommodation, alongside person-centred, trauma-informed support to help individuals stabilise their circumstances, develop independent living skills, and progress into and sustain long-term housing. Delivery will include a strong focus on prevention, early intervention, partnership working, and positive move-on outcomes. The appointed provider will be responsible for sourcing and managing all accommodation, delivering a flexible, outcome-focused model, and working collaboratively with statutory and voluntary partners to improve health, wellbeing, and independence for service users. The service will contribute directly to the Council's strategic priorities of reducing homelessness, improving access to housing, and enabling residents to live healthier, safer, and more independent lives in Hartlepool.

The Drive Project focuses on increasing victim safety alongside the crucial protective work of victims’ services. The service has been developed to knit together existing services, complementing and enhancing existing interventions. This framework will replace the existing SCG Minor Works Framework that is due to expire on 30th November 2026. The Council s aiming to commence the framework from March 2027 which will run for a period of four years, with an option to extend for a further 2 years in increments to be agreed. The framework will comprise of 3 lots: • Lot 1a - Minor Coastal Civil Engineering Works. • Lot 1b - General Coastal Civil Engineering Works. • Lot 2 - Specialist beach management. Contractors may apply for any or all of the 3 lots. Each framework lot will be made up of a primary tier of up to 4 contractors and a secondary tier of up to 2 contractors. Ukraine’s drinking water supply and wastewater sector is operating under exceptional pressure due to a combination of long-standing structural challenges and the impacts of the ongoing war. Damage to critical infrastructure, population displacement, and rapidly changing service demand have significantly increased the need for reliable, up-to-date information to support operational, regulatory, and investment decision-making, while ageing assets and chronic underinvestment continue to increase public health risks. In parallel, Ukraine is implementing regulatory reforms to strengthen state monitoring of drinking water quality, water supply, and wastewater services, including alignment with European Union requirements. National legislation and Cabinet of Ministers Resolution No. 61 establish a risk-based, data-driven approach to monitoring and reporting, consistent with EU Directive (EU) 2020/2184 on the quality of water intended for human consumption. These reforms require a unified, reliable, and transparent information base across the sector.
