CONTEXTE ET JUSTIFICATION Créée par le Décret D/2022/0346/PRG/CNRD/SGG/AN du 25 juillet 2022 , l’Agence Guinéenne d’Évaluations Environnementales (AGEE) est l’autorité administrative chargée de l’évaluation, de l’approbation et du suivi de la conformité environnementale et sociale des projets publics et privés sur l’ensemble du territoire national. Cette mission de régulateur environnemental et d’appui-conseil aux promoteurs est essentielle pour garantir la durabilité des investissements et le respect des engagements internationaux de la Guinée en matière de gestion des risques environnementaux et sociaux. Depuis sa création, l’AGEE assure ses missions grâce à un panachage de ressources budgétaires publiques, de redevances perçues sur les dossiers d’évaluation et d’appuis techniques et financiers de partenaires internationaux (Banque mondiale, BAD, PNUD, GIZ, etc.). Or, cette structure de financement présente des fragilités structurelles : La part des subventions de l'État est soumise aux fluctuations budgétaires nationales ; Les redevances perçues, bien que constituant une source de recettes propre, peuvent se révéler irrégulières ou insuffisamment dimensionnées par rapport aux coûts réels des missions de contrôle et de suivi ; Les financements des partenaires techniques et financiers sont par nature limités dans le temps et ne sauraient couvrir les charges récurrentes de fonctionnement.
