Under Component 1 of the KRED Project, a new 110 kV overhead transmission line of approximately 18 km is envisaged to connect the 19 MW Lower Tar Small HPP, located in Kara-Kulja District, Osh Region, to the existing 110 kV Kara-Kulja Substation. The transmission line is expected to be constructed under a Design, Supply and Installation contract based on the World Bank Standard Procurement Document. The objective of the assignment is to engage a consulting firm to prepare the preliminary design of the 110 kV overhead transmission line, prepare the complete tender package based on the World Bank Standard Procurement Document, and provide support during the selection of the Contractor. The State of Santa Catarina is in the process of contracting a loan operation with the World Bank to finance the SC Protected and Resilient Program, with part of the resources allocated for the procurement of specialized consulting services. Within the scope of this procurement, the services comprise the hiring of a specialized consulting firm to prepare a detailed technical assessment, strategic planning, technical specifications, and a governance model aimed at structuring an integrated system for hydrometeorological observation, forecasting, and dissemination of information for the member States of the Council for the Development and Integration of the South – CODESUL (Rio Grande do Sul, Santa Catarina, Paraná, and Mato Grosso do Sul). CONTEXTE ET JUSTIFICATION 1.1 Présentation de l'AGEE L'Agence Guinéenne d'Évaluation Environnementale (AGEE) est un établissement public à caractère administratif placé sous la tutelle du Ministère de l'Environnement et du Développement Durable de la République de Guinée. Elle constitue l'autorité nationale compétente en matière d'évaluation environnementale et sociale des projets et programmes de développement. Dans le cadre de ses missions régaliennes, l'AGEE est chargée notamment de : L'instruction et la délivrance des certificats de conformité environnementale ; La supervision et le suivi des Études d'Impact Environnemental et Social (EIES) ; Le renforcement des capacités institutionnelles des structures en charge des questions environnementales ; La promotion des meilleures pratiques en matière de gouvernance environnementale et sociale. 1.2 Justification de la Mission Dans un contexte de mondialisation des échanges et d'exigences croissantes en matière de responsabilité environnementale, sociale et de gouvernance (ESG), l'AGEE a inscrit dans son Plan Stratégique de Développement Institutionnel la mise en conformité de ses systèmes de management avec les référentiels internationaux de qualité et d'environnement. CONTEXTE ET JUSTIFICATION Créée par le Décret D/2022/0346/PRG/CNRD/SGG/AN du 25 juillet 2022 , l’Agence Guinéenne d’Évaluations Environnementales (AGEE) est l’autorité administrative chargée de l’évaluation, de l’approbation et du suivi de la conformité environnementale et sociale des projets publics et privés sur l’ensemble du territoire national. Cette mission de régulateur environnemental et d’appui-conseil aux promoteurs est essentielle pour garantir la durabilité des investissements et le respect des engagements internationaux de la Guinée en matière de gestion des risques environnementaux et sociaux. Depuis sa création, l’AGEE assure ses missions grâce à un panachage de ressources budgétaires publiques, de redevances perçues sur les dossiers d’évaluation et d’appuis techniques et financiers de partenaires internationaux (Banque mondiale, BAD, PNUD, GIZ, etc.). Or, cette structure de financement présente des fragilités structurelles : La part des subventions de l'État est soumise aux fluctuations budgétaires nationales ; Les redevances perçues, bien que constituant une source de recettes propre, peuvent se révéler irrégulières ou insuffisamment dimensionnées par rapport aux coûts réels des missions de contrôle et de suivi ; Les financements des partenaires techniques et financiers sont par nature limités dans le temps et ne sauraient couvrir les charges récurrentes de fonctionnement.
