Spectroil Maintenance
Defence Equipment and Support
The Spectroil M machines are utilised to perform analysis of oil samples from the F-35 engine and lift fan. The Authority intends to assess the market to identify suppliers who can provide diagnostic and repair services in support of the Spectroil M machines. The proposed requirement will cover the annual servicing, calibration and repair of the equipment, with an option for ad-hoc consumables. The Contractor will be responsible for: - One annual preventative Maintenance visit per year, per unit for the four Spectroil M machines, inclusive of all required parts and spares. - Ad-hoc supply of consumables (The Authority may utilise this as an option). - Call out locations shall be limited to the UK. The MoD is seeking details about the support packages suppliers routinely provide to the market with regards to repair callouts and consumables. The MoD is keen to understand what approaches to supporting of these machines might present the best value for money.

The works form part of Ongo's wider Decent Homes investment programme and will include: • Replacement and upgrade of kitchens and bathrooms • Associated electrical works, including rewires and upgrades where required • Void property works and ad hoc internal refurbishment activity • Miscellaneous construction works linked to property condition requirements The programme will be delivered to properties occupied by tenants as well as void properties, requiring a high level of resident engagement, careful planning, and minimisation of disruption. The Authority expects the contract to operate under a call off or measured term arrangement, with no guarantee of work volumes. Delivery will be flexible and responsive to changing demand, including peaks in voids and planned maintenance. Suppliers will be expected to demonstrate: • Strong tenant focused delivery, including communication and customer care • Ability to meet defined service standards and KPIs (e.g. timescales, satisfaction levels) • Robust contract management and reporting capability in line with Ongo frameworks • Commitment to social value outcomes, including local employment, skills and community benefits • Compliance with environmental, sustainability, and ethical supply chain expectations A strong emphasis will be placed on: • Safe systems of work and compliance with CDM Regulations • Resident satisfaction and safeguarding • Performance management, reporting and continuous improvement • Total Value (estimated): [The estimated total contract value is expected to be in the region of £35m-£40m over the full contract. The value in any future Tender Notice will represent a maximum estimated value, with no guarantee of spend. • (Note: Volume assumptions informed by circa 150 properties per annum plus void and ad hoc works, but subject to change.)
