U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services One of the objectives in INL Mexico programming is to strengthen the capacity of security and justice sector actors to reduce impunity for crime and protect human rights. Under this Statement of Work (SOW), the Contractor shall perform all required services to certify Government of Mexico State and Federal Crime Analysts assigned to high-impact crimes and investigations units in the CONOCER Competency Standard. Other CONOCER Competency Standards and certifications are also included in the scope of this requirement.
Satellite Phones and Service Plan

This Sources Sought is part of the U.S. Government's market research efforts to identify capable vendors for supplying satellite phones and associated prepaid global service plans listed in the attached Statement of Work (SOW). The information gathered will help inform future procurement strategies and requirements. This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. Respondents are encouraged to review the attached draft Statement of Work (SOW). Note: The attached SOW currently specifies delivery to the INL Mexico warehouse (Trafimar, Naucalpan) with the contractor responsible for importation. The Government is evaluating an alternative delivery model to Brownsville, TX, with the Government handling importation into Mexico. Respondents should address both scenarios in Question 1 below. Responding to this Sources Sought Responses are limited to no more than 10 pages in length using 14 point Font Size. ALL INTERESTED OFFERORS WILL NEED TO COMPLETE ANDRETURN A RESTRICTED ACCESS REQUEST TO THE POINTSOF CONTACT LISTED BELOW IN ORDER TO BE GRANTEDACCESS TO THIS REQUIREMENT The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services to support the U.S. Mission in Malawi. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide ser-vices in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government). All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. The approximate acquisition schedule is as follows: The synopsis will be posted for approximately fifteen (15)days. No paper copies will be mailed.
