This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) for provision of construction services on behalf of the Ministry of Education and Training (MoET) in Vanuatu, as part of New Zealand’s International Development Cooperation (IDC) Programme. The goal is to provide resilient, inclusive and sustainable education infrastructure in Vanuatu, as well as responding to the ongoing natural disaster recovery needs. MFAT is looking to engage a construction contractor to complete works at various school sites in Vanuatu, including the provision of labour, plant, materials, project management services, logistics, etc. to complete construction works under three different workstreams: 1. Clear the backlog of repair and reconstruction from previous natural disasters 2. Repair and reconstruction of facilities damaged in future disasters 3. Support MoET ‘business as usual’ school upgrades programme The location of works will be dispersed across Vanuatu, therefore the contractor must be prepared to mobilise for works outside of Port Vila. The term for this contract may extend up until 2033 with periodic reviews if the supplier demonstrates their continued ability to respond to the requirements. The estimated contract value over this period would be up to NZD $16.3 million with potential extension subject to approval. The procurement will be conducted via an open market, two stage tender process including a Registration of Interest (RoI) phase to create a shortlist who will then be invited to submit a response to a Request for Proposal (RFP). We are looking for suppliers who can demonstrate capability and capacity to deliver on time and budget, with relevant Pacific Experience, and ensuring all quality and H&S requirements are met. This is a unique opportunity for suppliers to secure a confirmed pipeline of works that advances important development outcomes in Vanuatu. This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) as part of New Zealand’s International Development Cooperation (IDC) Programme for targeting main contractors, for the provision of Early Contractor Involvement (ECI) services for the Niue Justice Building. This opportunity may lead to continuation to Construction services. MFAT is looking to engage through an Early Contractor Involvement (ECI) for the Niue Justice Building project. The ECI is expected to be appointed in early 2027 and will be expected to work collaboratively with MFAT, Government of Niue and the consulting team/s. MFAT is working in partnership with the Government of Niue to design and construct a new Justice Building to enable effective, reliable and inclusive justice services. The new Justice Building will incorporate courtrooms, judicial chambers, office space for staff of Department of Justice, Lands, Survey, a court registry and archival space. MFAT anticipates entering into an ECI pre-construction services contract with the selected supplier. Continuation of ECI to delivery of Construction services via NZS3910:2023 will be subject to a number of criteria, including funding approvals, supplier performance, successful achievement of ECI deliverables and progress through pre-agreed milestones, including achieving mutually agreeable contract terms and pricing reviews. The procurement will be conducted via open market, in a two stage tender process including a Registration of Interest (ROI) phase to create a shortlist who will then be invited to submit a response to a closed Request for Proposal (RFP). DescriptionThe Ministry of Foreign Trade and Affairs (MFAT) is inviting Expressions of Interest from suitably qualified and experienced Suppliers to supply, install and commission a complete new airfield ground lighting (AGL) and navigational aids at Munda Airport, West Georgia, in the Solomon Islands. Works include, but are not limited to, the following: Airfield Ground Lighting A complete new AGL installation is required to allow Munda to be certified for Emergency Alternative Status (EAS), for Honiara Airfield. This includes the following:1) Runway, Taxiway and Apron AGL System; 2) Simple Approach Lighting System (SALS) both runway ends; 3) Precision Approach Path Indicators (PAPI) Systems on both runway ends; 4) New Apron Flood lighting towers;5) Solar powered obstruction lighting units;6) An Airfield Electrical Equipment Room (AEER); 7) An Aerodrome Beacon assembly; 8) A Diesel Generator facility; 9) A new pit and duct system for cable reticulation; 10) All AGL units to be fitted with LED fixtures;11) Operations and Maintenance manuals and spare parts provision; and12) Operational training.Air Navigation AidsThe new Air Navigation Aids includes:1) Non-Directional Beacon (NDB);2) New Automatic Weather Station (AWS); 3) New Air Traffic Control (ATC) radio installations; 4) All new systems are to be reticulated into the AEER;5) Operations and Maintenance manuals and spare parts provision; and6) Operational training.
