Integrated Healthcare Services to HMP Ford, HMP Lewes, and HMP/YOI Winchester

NHS England South East (NHSE) (the Commissioners) are seeking to recommission prime-provider led integrated healthcare services for HMP Ford, HMP Lewes, and HMP/YOI Winchester. Interested providers should have the capacity and capability to provide outcome focused, integrated and patient centred primary healthcare services, equivalent to those available to the local community, delivering physical health, mental health, substance misuse and dental services. NHSE will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. The procurement is divided into the following Lots: • Lot 1: HMP Ford and HMP Lewes • Lot 2: HMP/YOI Winchester The services will be commissioned as part of the overall Offender Health pathway within the prisons and as such this model will ensure an integrated, recovery orientated service delivery system both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison and facilitating arrangements through the gate into the community to ensure effective continuity of care. Integrated Healthcare Services to Haslar Immigration Removal Centre (IRC)

NHS England South East (NHSE) (the Commissioner) is seeking to commission prime-provider led integrated healthcare services at Haslar Immigration Removal Centre (IRC). IRCs provide primary medical services to foreign nationals awaiting decisions on their asylum claims or awaiting deportation following a failed application. Interested providers should have the capacity and capability to provide an outcome focused, integrated and patient centred primary healthcare service, equivalent to that available to the local community, for the IRC. The service will deliver a comprehensive range of services in-house, to include physical health, mental health, substance misuse and dental services; please refer to the service specifications(s) for a full list of services. NHSE will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. Haslar IRC is located in Gosport, Hampshire and is due to have a maximum operational capacity of 600 male residents. The initial operational capacity, over the first three years of the contract, is expected to be 130 residents. Post this term of the contract, there is expected to be an incremental increase in occupancy, as residents are placed there, ramping up to full operational capacity. The Contract term is expected to be 7 years and 6 months (inclusive of the mobilisation period). The maximum total contract value (exclusive of the mobilisation period) is £19,052,186. This procurement is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners. SCW is currently subject to restructuring, and the management of this procurement may therefore move to a successor at some point during the procurement process. Bidders will be informed of any such change, and any administrative changes because of it.

The Independent Learning Responses Framework will replace what was previously known as the Independent Investigations Framework. This proposed procurement is required to modernise and strengthen the independent investigations supply market, to align with national expectations for learning responses. The proposed framework will be used by NHS England independent investigation teams, national commissioning teams and other authorised NHS commissioners who require independent, system‑based investigations or assurance/learning reviews. As a result of this procurement exercise an agreement will be established with the successful bidder(s) for a period of 4 years with the Commissioners having the option to extend for up to an additional 1 + 1 year(s) (maximum contract duration 6 years). The procurement was divided into 4 lots in the BOB ICB area & and Frimley ICB (East Berkshire) area. Providers were able to bid for a maximum of 2 Lots. Oral surgery deals with the diagnosis and management of pathology of the mouth and jaws that requires surgical intervention. It involves the treatment of adolescents and adults, and the management of dentally anxious and medically complex patients. NHS England South West (the Commissioner) sought to secure Provider(s) with the capability and capacity to deliver Local Vaccination Outreach services in line with the specified requirements. The outreach services aim to identify and address disparities in the uptake of vaccinations throughout the life course. The service is intended to support mitigation of gaps in core commissioned services and to support responses to outbreaks where required. The outreach service was designed to provide a versatile response to identified need and to collaborate with existing vaccination providers within the geography to support addressing vaccination gaps and to complement, rather than duplicate, existing commissioned vaccination services. This includes the delivery of all age vaccinations and actively seeking individuals and population groups with low vaccine uptake and coverage who were less likely to access core vaccination services. The tailored outreach vaccination service is intended to run in parallel with an inclusive core delivery approach. Bidders were encouraged to explore opportunities for collaboration where this could deliver enhanced value and efficiency. Collaborative working is expected to help optimise resources, share expertise, and reduce duplication, benefiting service delivery and outcomes. Collaborative approaches could include consortium arrangements, subcontracting, or strategic partnerships leveraging complementary strengths. Bidders were required to clearly outline any proposed collaborative models within their submissions, demonstrating how accountability would be maintained and high quality services delivered. If bidders were successful in securing more than one Lot, they were expected to optimise the use of non delivery resources such as management, administration, and support functions. Following widespread engagement with ICBs, national and regional teams, and external stakeholders, in November 2025 the NHS Strategic Commissioning Framework was published and in February 2026 the NHSE Executive approved the establishment of a two-year funded programme of development support to strengthen commissioning capability in line with the Framework. The purpose of this procurement is to secure a supplier who can deliver 'Commissioning in Practice - Applied Action Learning' This will be a structured action learning programme and on the ground support with circa 100 participants from every ICB with local system partners as well as places for commissioners employed currently by NHSE taking teams on a journey towards commissioning differently for population health. There will also be opportunities for all members of the ICB and wider system to take part in peer learning and at scale masterclasses, scale webinars and e-learning. These will cover the whole commissioning cycle and enablers as outlined in the NHS Strategic Commissioning Framework including understanding and quantifying need (qualitative and quantitative), developing strategy, setting outcomes, market assessment and development, capitated payment models, contract management and evaluation. Due to the nature of the different skills that will be required to deliver this programme NHS England are encouraging consortium bids.
