Project Name: Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Financing Agreement No. 75550-UZ / Grant Agreement No. TF C4589-UZ Assignment: Expert on establishment of small-scale family homes for persons in need of care Package number (as per Procurement Plan): UZ-INSON-CS-IC-2.1.10.2. The Republic of Uzbekistan has received financing from the World Bank toward the implementation of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds for consulting services. The consulting services include provision of expert support to the National Agency for Social Protection under the President of the Republic of Uzbekistan in the development and implementation of a model of small-scale family homes for persons in need of long-term care or support, as an alternative to large institutional facilities. This model provides for accommodation of 6-8 persons in conditions close to a family environment, ensuring social support, safety, autonomy, social integration and a decent standard of living. The Consultant will provide expert support in the following areas: analysis of the current legislation, procedures and practices for placement of persons in need of long-term care or support; development of a national concept and standards for small-scale family homes; preparation of assessment criteria and placement mechanisms; development of service delivery standards and operational procedures; preparation of methodological materials, allocation of roles and responsibilities, checklists and referral algorithms; development of a staff training program; support for pilot implementation of the model in Tashkent, Andijan and Fergana regions; development of a monitoring
