Con 27-03 - Three Waters Services Contract – Reticulation Operations and Maintenance
Southland District Council
Southland District Council (SDC / Council /the Principal) maintains ownership and responsibility for managing the water services activity, comprising water, wastewater and stormwater, and undertaking the necessary planning and works to meet the levels of service for its community. In order to increase oversight and visibility of the water services, Council has adopted an in-house business unit with increasing in-house capability and capacity and will be delivering the water services under a number of separate contracts. Council will be delivering the water services under separate contracts from 1 July 2027. This Contract relates specifically to the operations and maintenance of Council’s three waters reticulation networks, including water, wastewater and stormwater which will be delivered under two separable portions: Separable Portion 1 – Te Anau Basin Separable Portion 2 – Wider Southland District A high level of collaboration is expected between this Contract and those for treatment facilities, mechanical and electrical and SCADA / automation operations and maintenance. The specifications under this Contract are aimed at delivering an outcomes focussed approach that enables SDC to meet their collective vision and levels of service for water, wastewater and stormwater activities. To support cost-effective delivery across multiple contracts, Council is seeking a collaborative approach, building successful relationships specifically for this Contract as well as with the other contractors delivering the water services. The overarching philosophy is to balance the work programmes against service levels within Council’s budget expectations, delivering a pro-active best-for-network approach. By working together, the reactive and routine maintenance and renewals can be optimised to reduce the overall costs and risks without compromising public safety, legislative requirements or service levels for the Southland community.
