The Design and installation of a low carbon heating system

• The Council’s main offices extend to approximately 50,000 square feet and are occupied primarily as office accommodation between 08:00 and 18:00, Monday to Friday, with some out of hours use. • The building is of traditional construction with stone walls, steel frame elements and extensive glazing. The roof structure comprises timber purlins with slate coverings, alongside glazed atria and areas of flat roof. • Heating is currently provided by a series of gas fired boilers (installed within the last five years) serving a wet central heating system comprising a primary distribution loop feeding smaller bore pipework and conventional radiators throughout the building. • There is a central air handling unit serving two large atria. • Local air conditioning units serve some meeting rooms, the council chamber, and critical areas including the server and network rooms which operate continuously. • Hot water is predominantly generated by local electric water heaters. Existing Energy Infrastructure • In 2024 the Council installed a 150 kW solar PV array alongside approximately 180 kWh of battery storage. • Annual electricity generation from the array is approximately 145,000 kWh. • Grid electricity consumption is approximately 205,000 kWh per year in addition • Gas consumption is approximately 425,000 kWh per year. • Heating demand is strongly occupancy driven, with peaks of approximately 28–34 kW during morning warm up periods and typical daytime loads between 16–24 kW. Project Aim • The Council is seeking to significantly reduce its reliance on gas and improve the environmental performance of the building. • This engagement will help explore viable options for the deployment of heat pump technology and associated system upgrades. • The Council is open to a range of approaches and is seeking a design led solution tailored to the building and its operation as well as the existing plant infrastructure in place. National Grid hereby informs the market of an upcoming opportunity and to identify suppliers that may be able to supply the works required for the Major Projects Partnership and the Major Projects QUDM it will be called off from. This will include primarily 33 to 132kV Substation Construction, Underground Cabling and Overhead Tower Line Construction and Overhead Wood Pole Line Construction works. ED3 (Electricity Distribution 3) refers to the next five-year electricity distribution price control period (2028-2033), set by Ofgem, which will determine how distribution network operators (DNOs) plan and invest in Britain's electricity system. It is important because it will shape the scale, pace and delivery of network upgrades needed to support growing demand, connect new generation, and enable the transition to low carbon technologies, while ensuring services remain reliable, affordable, and responsive to customer needs. Delivery will involve close collaboration with key partners, who will play a vital role in enabling investment in infrastructure, innovation and network resilience to meet the needs of customers and communities over the coming period. This PQQ covers the works to refurbish an existing Community Centre, at The Woodlands Centre, 34 Woodlands Avenue, Rustington, West Sussex BN16 3HB. The procurement was divided into 4 lots in the BOB ICB area & and Frimley ICB (East Berkshire) area. Providers were able to bid for a maximum of 2 Lots. Oral surgery deals with the diagnosis and management of pathology of the mouth and jaws that requires surgical intervention. It involves the treatment of adolescents and adults, and the management of dentally anxious and medically complex patients. All Mandatory Dental Services, including simple non-surgical extractions, are excluded from the scope but some services will include Sedation in accordance with the Guidance for Commissioning Sedation for Dental Services in Primary Care 2017. In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. The Requirement is to procure the electrical safety tester to ensure electrical medical equipment can be correctly and safely maintained throughout its operational life. The equipment sought must be suitable for use on a wide range of medical devices, compliant with relevant UK standards easy to use in clinical and workshop environments, and supported by robust calibration, servicing and technical support arrangements. Quantity Required: Anticipated to procure between 16 to 90 capital equipment solution units within Y1 of the contract. However, the final quantity will be confirmed at the point of contract award. In the event of a serious incident, the contractor will be expected to: •Provide a full press office service with a dedicated phone line for dealing with media enquiries. This will also include management of NLB’s social media channels and website. •Advise and support NLB spokespeople on dealing with the media. •Provide a media adviser at the scene or close to the scene of the incident to deal with the media and to provide support to NLB spokespeople. •NLB will provide the contractor with key staff contact information and general information about its assets. It will be NLB’s responsibility to update this information. The contractor must hold this information on a strictly confidential basis, and it must only be used in the event of incidents or exercises following NLBs written or verbal instructions.
