Intrinsic Market Resilience (IMR)
DEF ADVANCED RESEARCH PROJECTS AGCY
The evolution of markets from physical trading floors to interconnected, electronic venues has introduced new speed, transparency, and efficiency, but has also created new attack surfaces and systemic risks. Modern markets, which host trading for everything from equities and bonds to energy and cloud computing resources, can be manipulated in ways unanticipated by their designers. The 2010 United States Equity market "flash crash" and the 2000-2001 California energy crisis demonstrated how weaknesses in a market's public interfaces could have dramatic consequences. Similar design issues in today's complex, interacting market systems could be used to cause economic damage, which the IMR program technology seeks to prevent. The IMR program aims to develop repair methods to protect essential economic sectors against devastating attacks that exploit the public interfaces of modern markets. Current legal and regulatory protections focus on deterring profit-seeking manipulation and ensuring compliance, but they do not sufficiently protect markets from adversaries aiming simply to cause disruption. The IMR program seeks to address this gap by developing the tools to automatically model market designs, identify hidden weaknesses, and recommend and analyze repairs on the market models to make markets fundamentally more resilient to attack. IMR aims to combine Large Language Model (LLM)-based automation with rigorous modeling and analysis to identify remediations for market weaknesses. The program will develop formal notations to precisely describe how markets operate and coordinate, creating machine-analyzable models from informal descriptions like regulatory filings and technical specifications. Against these models, IMR will formulate and assess "resilience conjectures” - mathematical statements about desirable market properties, such as the inability for actors to manipulate prices without risking loss. In connection with the original Notice of Intent (NOI), and award in SAM.gov, the Department of Veterans Affairs (VA), Office of Security and Law Enforcement (OS&LE) has a contract with Axon Enterprise, Inc. for TASER 10 conducted energy weapons and associated equipment and services. The requirement includes TASER 10 bundles, cartridges, magazines, docking stations, training equipment, accessories, warranties, and associated Axon Evidence (Evidence.com) capabilities. VA currently utilizes the Axon Evidence.com digital evidence management environment. The TASER 10 equipment is required to integrate with this existing environment to support device diagnostics, electronic activity logging, evidence retention, chain-of-custody requirements, and VA law enforcement operational requirements. LARS Hardware Refresh

The Government has a requirement to obtain a hardware refresh of the Lightweight Airborne Recovery System (LARS), formally identified as Personnel Locator System (PLS) v12 AN/ARS-6, on the HC-130J due to the existing system being end of life from widespread component obsolescence. Any refreshed LARS are required to maintain all current system capabilities and project a minimum 10-year period of sustainability. Such capabilities include Terminal Area Communications (TAC), Terminal Area Guidance (TAG), and Combat Survivor Evader Locator/Next Generation Survival Radio (CSEL/NGSR) full compatibility. In addition, the LARS hardware refresh shall produce a Form, Fit, Function (FFF/F3) version of the current system. The USAF's MC-130J, the USAF's HH-60W, and the USN's MH-60S will benefit from a FFF hardware refresh of LARS as well. This effort will consist of the Non-recurring Engineering (NRE) required to produce a refreshed hardware configuration for LARS. This includes all necessary design reviews, developmental testing events, operational testing events, etc. It is also expected that up to five test articles will be required to fully prove out the refreshed LARS ability to fulfill the requirements described above. The effort associated with the retrofitting/fielding of the proved refreshed LARS will be a separate contract. The resultant contract is planned to have a period of performance of three (3) years, consisting of one (1) base and two (2) option periods.
