This model will support both London residents and individuals who are sleeping rough or at risk of sleeping rough. Building on the existing Pan-London Substance Misuse Programme, the Provider/s will help realise the City’s ambition to: • Establish long-term, sustainable, and geographically dispersed IPD provision that effectively meets diverse and complex client needs; and • Deliver equitable, pan London access to IPD beds for all London Local Authorities. Estimated Contract Value: three-year contract = £7.95m This initiative represents a significant opportunity to collaborate with partners across London to transform the delivery model for Inpatient Detoxification and Stabilisation (IPD) service. The aim is to create accessible, inclusive and responsive IPD delivery that supports health inclusion groups and contributes meaningfully to reducing health inequalities across the capital. The IPD provision will deliver a broad range of care to meet diverse and complex client needs. A key feature of the IPD service will be the strategic distribution of IPD bedspaces to support equitable access with a particular emphasis on increasing availability within London and surrounding region of M25 The model will encompass: • Specialist inpatient medically assisted withdrawal beds • Residential medically assisted withdrawal beds. To provide the required stability and guaranteed access, block booking of a proportion of IPD bed capacity will be essential. Tower Hamlets Council aims to create universal 'safe spaces' in every ward throughout the borough, where young people can stay safe, participate in positive activities and educational opportunities, as well as access additional support from youth workers. The Council intends to achieve this primarily by delivering the services in-house, although there is a need to commission 6 wards where no Council premises are available to run the service, to ensure there is an accessible universal provision available in all borough wards. Improving services for young people is a key priority in The Tower Hamlets Young Tower Hamlets Strategy 2025-2027. There has been significant investment in the Young Tower Hamlets, to transform the level of support available to children and young people so that they are given the best start in life and have easy access to opportunities to fulfil their potential. The Council's ambition to have youth service provision at ward level is a step towards achieving this vison, as centre-based youth work is recognised to significantly contribute to curricular goals such as health and wellbeing. The commissioned Universal Ward Based Youth Activity provision will seek to provide youth centre provision in the specialist wards currently lacking in-house delivery. It will support young people aged 11-19 (up to age 25 with SEN) with access to free, accessible, high quality and well publicised positive activities which embed the Service's commitment to promoting healthy living and provides safe, yet challenging spaces for personal and social development.

The DfT are seeking a supplier to conduct a survey to measure the number of vehicles on the road which do not have valid Vehicle Excise Duty (VED). This is to be achieved by surveying vehicles at selected sites to record information on vehicle registration marks with accompanying images of the vehicles being observed in traffic, which are then referenced against relevant official vehicle record databases. The Supplier will need to organise and carry out a camera based roadside survey at sites throughout the UK during June and early-July 2027.
