V-22 Block B to Block C Mission Computer Obsolescence Initiative Procurement of Environmental Control System Components
NAVAL AIR SYSTEMS COMMAND
The Naval Air Systems Command (NAVAIR), Program Manager Air (PMA)-275, intends to award a sole-source Delivery Order to Honeywell International Inc. under Basic Ordering Agreement N0001923G0004 for the procurement of Environmental Control System (ECS) components in support of V-22 Block B to Block C Mission Computer Obsolescence Initiative (MCOI) upgrades. These components consist of: ECS Controller, National Stock Number (NSN) 4120-01-583-4350; Environmental Control Unit, NSN 1680-01-583-4344; Cockpit Flow Control Valve, NSN 1680-01-584-2936; Nosebay Avionics Cooling Supply Fan Motor, NSN 1680-01-482-7098; and Nosebay Fan Bracket, NSN 5340-01-545-5814. The required ECS components are necessary to support the integration, sustainment, and fielding of the Block B to Block C MCOI upgrade effort for the V-22 fleet. The estimated period of performance is two years, with anticipated award in September 2027. This action is being awarded on a sole-source basis to Honeywell International Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Honeywell International Inc. is the original equipment manufacturer and current source with the requisite proprietary technical data, configuration knowledge, manufacturing capability, and supply-chain access necessary to provide components compatible with the existing V-22 ECS configuration. Award to another source would require the Government to obtain or develop technical data, conduct engineering analysis and qualification activities, establish manufacturing capability, and complete integration and airworthiness-related assessments. These actions would introduce unacceptable schedule, cost, configuration-control, and fleet-readiness risk to the V-22 Block B-to-C MCOI upgrade effort. Honeywell International, Inc. is the only source t

RFI For Army Acquisition Talent Management Solution (AATMS)
W6QK ACC-RI
The current CAMP/CAPPMIS environment cannot rapidly assimilate evolving acquisition workforce credentialing frameworks, credential updates, or statutorily mandated policy revisions. Disparate record silos degrade data integrity and deny leadership real-time visibility into workforce readiness. The Army seeks a commercial, outcomes-focused capability that consolidates acquisition talent functions into an authoritative user hub. The objective is to replace disparate legacy modules with an adaptable, commercially available platform that automates and simplifies workflows, protects and secures workforce information, synchronizes with Army enterprise repositories, and delivers role-tailored dashboards and analytics for leaders, career managers, supervisors, and workforce members. *This Draft RFI has been extended to Friday October 23, 2026 at 16:00 PST.
