National Infection and Sepsis Audit – Acute NHS settings

The National Infection and Sepsis Audit – Acute NHS settings (NISA-Acute) will be for NHS-funded acute hospital care in England and Wales (inclusion of other Devolved Nations/Crown dependencies is yet to be determined and will be detailed within the tender documentation). The initial contract is anticipated to be for a period of 3 years, at a maximum total budget of up to £ 1,146,300.00 excl VAT and £1,375,560.00 with VAT. Bids exceeding this limit will be rejected. Due to the unknowns in advance of holding the premarket engagement session, it is currently expected that the extension value will be a 2 year pro rata of the core 3 year funding, estimated at £743,300.00 excluding VAT. Further to this funding, the final specification will contain a list of aspirational measures which will be expected to be modified into the contract should the need and funding become available. The aspirational intent value is unknown at the point of drafting this notice, This aspirational intent has the potential to be invoked fully, partially, or not at all, and the Authority cannot guarantee that the successful provider will be required to do any of the aspirational measures that will be listed in the final specification. The purpose of this procurement is to secure a supplier who can deliver 'Commissioning in Practice - Applied Action Learning' This will be a structured action learning programme and on the ground support with circa 100 participants from every ICB with local system partners as well as places for commissioners employed currently by NHSE taking teams on a journey towards commissioning differently for population health. There will also be opportunities for all members of the ICB and wider system to take part in peer learning and at scale masterclasses, scale webinars and e-learning. These will cover the whole commissioning cycle and enablers as outlined in the NHS Strategic Commissioning Framework including understanding and quantifying need (qualitative and quantitative), developing strategy, setting outcomes, market assessment and development, capitated payment models, contract management and evaluation. This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Thames Valley (TV) Integrated Care Board (ICB), (the Commissioner's), intention to commission the provision of NHS Termination of Pregnancy centres for patients presenting with medical complexity and/or significant co-morbidities requiring NHS treatment, in line with the specified requirements, in the capacity of the Regional Network Lead Provider (Hub). For the remainder of this document this will be referred to as the: Complex Termination of Pregnancy (CTOP) service. The Commissioner would like to understand the level of provider interest in delivering these services. This notice is placed as a Prior Information Notice (PIN) in order to inform the market of NHS England South West's, (the Commissioner's) intention to commission HIV treatment services in Wiltshire. Currently, HIV services are commissioned through a collaborative arrangement with Wiltshire Council as part of an integrated service with sexual health services. The integrated service will be in place up to 31st March 2027. From 1st April 2027 the services are likely to be commissioned separately with Wilshire Council commissioning sexual health services and NHSE commissioning HIV services. At this stage, NHS England would like to understand the level of interest from providers in delivering HIV treatment services across Wiltshire. Services must be delivered in line with the national service specification: https://www.england.nhs.uk/wp-content/uploads/2024/02/New-HIV-prescribed-service-specification-version-4.4.pdf The Contract term is expected to be for an initial period of 5 years with the option to extend for up to 2 years, commencing 1st April 2027. This notice is placed as a Prior Information Notice (PIN) to inform the market of Thames Valley Integrated Care Board (ICB), (the Commissioner's), intention to commission a Placenta Accreta Spectrum (PAS) service in line with the national service specification, for the Thames Valley geographical area. The PAS service will provide specialist multidisciplinary maternity care for women at increased risk of Placenta Accreta Spectrum, delivered through designated specialist PAS centres operating as part of a regional network arrangement across the South East. The provider for the Thames Valley geographical area will be expected to work collaboratively with providers delivering PAS services across the other South East geographical areas and with local maternity services to ensure safe, effective and coordinated pathways of care. While the service is commissioned primarily to meet the needs of the Thames Valley population, it is recognised that there may be a requirement to accept referrals from outside the geographical area. As the service becomes established, geographical boundaries may be reviewed in partnership with relevant service providers. The contract will be for an initial duration of five years (60 months) with an optional extension of up to two years (2 x 12 months). The approximate expected annual allocation of funding for the Thames Valley geographical area has been based on anticipated patient flow and incidence of complex PAS and is estimated at £283,500 per year, with an anticipated five year total value of £1,417,500. Warwickshire County Council ("the Council") has awarded a contract via Direct Award Process A under the Provider Selection Regime, to provide the mandated NHS Health Check Service. Whereby Warwickshire residents aged 40-74 without any predefined existing health conditions can access an NHS Health Check every 5 years. The NHS Health Check (NHSHC) programme screens 40-74 year olds for risk of health problems, such as, heart disease, diabetes, kidney disease and stroke. It achieves this by assessing the top seven risk factors driving the burden of noncommunicable disease in England, and by providing individuals with behavioural support and, where appropriate, medical intervention. Local authorities are required to provide health checks as this is a mandated service under the Local Authorities (Public Health Functions and Entry to Premises by Local Healthwatch Representatives) Regulations 2013 Act.1 Local Authorities have a statutory duty to provide, or make arrangements to secure the provision of, NHSHCs to be offered to eligible persons in its area once every 5 years, and to secure the provision of NHSHCs. The local authority should also secure continuous improvement in the percentage of eligible persons in its area participating in the NHSHCs. The current LIMS platforms at both NBT and RDUH are 15 years old and do not support the level of integration, scalability, or interoperability required to meet the SWGMS future needs. The aim is to deliver a future-ready digital platform with regional integration capability, aligned with the NHS England (NHSE) Genomic Medicine Service strategy, supporting the delivery of interoperable, scalable, and efficient genomic services and the ambitions for genomic medicine outlined in the 10-year plan. NBT are therefore seeking a strategic GLIMS partner capable of supporting an integrated, multi-site, high-throughput genomic service. The scope of the procurement includes the provision, implementation, configuration, and ongoing support of a GLIMS to support SWGMS laboratory services across both in-scope sites. This includes core laboratory workflow management, sample tracking, test ordering, results management, reporting, audit, quality management support, and administration.
