This procurement covers responsive repairs and property refurbishment, management of a regeneration programme of capital investment works, compliance services and grounds maintenance to Service Family Accommodation throughout the UK owned and managed by the Defence Infrastructure Organisation. DIO is exploring disaggregating these requirements into multiple separate contracts, in particular separating Planned Works from Repairs and Maintenance." The Authority is keen to engage with providers with a solid background in delivering similar repairs and maintenance contracts for public sector landlords with a strong customer and safety focus, who are able to work collaboratively with the Authority to deliver a first in class service. The Contracting Authority is undertaking preliminary market engagement in accordance with section 16 of the Procurement Act 2023. The purpose of the engagement is to inform the development of the Authority's requirements, its procurement strategy and future tender documentation. This notice is published under section 17 of the Act and Regulation 17 of the Procurement Regulations 2024. The engagement will be conducted by way of an on-line questionnaire, supplemented with a briefing session. There will be two sessions available, one of the 22nd July and one on the 28th July 2026. Eastleigh Borough Council (the Authority) is delivering an ambitious housing development to meet the needs of a growing population and lead the way for the Borough and its communities. In 2018, the Authority acquired 310 acres of land in Horton Heath and committed itself to provide new homes, services, infrastructure and businesses, that project is known as One Horton Heath (OHH). OHH is a landmark mixed-use development, located adjacent to the village of Horton Heath to the east of Eastleigh, Hampshire. A dedicated project delivery team has been established to oversee the planning and delivery of each parcel of the development. OHH is intended to be not only a commercially responsible project, but also one that recognises value extends beyond financial return. An Outline Planning Application for OHH was approved on the 27/10/2025 under the application number O/20/89498. The permission comprises severable and separate phases of development consisting of up to 2,500 residential units in total (across The Lower Acre, Quobleigh Breach, The Upper Acre, Round Copse, The Holme, The Homestal, Chalcroft Farm and The Folds phases and partially within Chalcroft Outfarm Works phase), a local centre, non-residential floorspace, a primary school, public open space (including formal sports facilities and informal provisions), allotments, ecological, landscape and sustainable drainage works and key infrastructure and utilities provision including new roads, footpaths, bridleways and cycle paths. About the Project The proposed works are comprised of high-level repairs to the Great Hall roof, to include: • Refurbishment of the central lantern and fleche • Isolated repairs on the Collyweston stone slate roof • Repairs and improvements to rainwater discharge • High-level masonry repairs and cleaning, to include clerestories, parapets, turrets, pinnacles and tracery • turrets, pinnacles and tracery • Re-bedding of gable copings with improved details • Installation of a new weathervane on the fleche The Great Hall and the wider Guildhall complex will remain operational throughout the works. The contractor’s compound will be located on the large, paved area immediately north of the Old Library. The Great Hall is enclosed by ambulatories on all sides, which prevents the use of full-height, ground-supported scaffolding. Consequently, scaffolding to the north and south elevations will need to be cradled from parapet level, while access to the east and west gables will require bridging over the ambulatories and bearing onto adjacent structures. An indicative scaffolding design and methodology have been developed and will be included within the tender documentation. The Contractor is anticipated to take possession of the site in early October 2026. Works to the lantern and south elevation of the Great Hall must be completed no later than late October 2027, in advance of the annual Lord Mayor’s Show. About the Great Hall London’s Guildhall has been at the heart of the City’s government for centuries. The site has been a centre of civic administration since at least the 12th century, although there is evidence that a guildhall or meeting place has existed on the site as early as the Saxon period. It was built on the site of a Roman amphitheatre which dates to 70 AD, the remains of which were rediscovered in 1987, during the construction of the adjacent art gallery, and are on public display in the gallery’s purpose-built basement display. The scope of works will include a wide range of works across multiple types of buildings including individual, multiple occupancy, residential, commercial, heritage, community and those operated by the public sector on a 24 hour basis (i.e. police, health, fire and rescue, care homes etc.).
